NO. 24984 — A resolution calling for a public hearing to consider a Zoning Map Amendment (Zone Change). Introduction: The Port Arthur City Council is being asked to consider the approval of Proposed Resolution No. 24984, calling for a public hearing to consider granting a Zoning Map Amendment for 89.334 Acres of Land out of and a part of Lot 5, Block 7, Range Q, Part Lot 3 & 4, Block 8, Range Q, Part Lot 6 & 7, Block 9, Range Q, Part Lot 4-8, Block 7, Range PT, Lot 1 & 8, Block 7, Range S Palco & Block 37-43, ABD Lakeside Park, Jefferson County, Texas. The property is located South of Hwy 73 and North of Taylors Bayou. The request aims to amend the zoning from Low-Density Residential District (LDR) to a Commercial Retail District (CR) and Heavy Industrial District (HI) for the construction of a gas processing unit and future commercial development. Background: On or around April 9, 2026, an application for a Zoning Map Amendment was filed with the Planning & Zoning Division. In accordance with Appendix A, Section 6.03 of the City of Port Arthur Zoning Ordinance, any person or corporation having a proprietary interest in any property may petition the city council for a change or amendment to the provisions of this ordinance. The Planning & Zoning Commission will conduct a public hearing on June 15, 2026, at 5:30 P.M. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: THAT, the facts and opinions in the preamble are true and correct. THAT, the Planning and Zoning Commission will hold a public hearing for this case on June 16, 2026. THAT, the notice of the public hearing for the Planning and Zoning Commission was published in the city's official newspaper and mailed to adjacent property owners within a 200-ft radius of the proposed site on May 30, 2026. THAT, in accordance with Section 211.006(a) of the Texas Local Government Code, public notice of the Port Arthur City Council public hearing shall be published in the official newspaper or a newspaper of general circulation in the City before the fifteenth (15th) day before the date of the public hearing, in substantially the same form as delineated in Exhibit "A."
