RE: P.R. NO. 24984 — A resolution calling for a public hearing to consider a
Zoning Map Amendment (Zone Change).
Introduction:
The Port Arthur City Council is being asked to consider the approval of Proposed
Resolution No. 24984, calling for a public hearing to consider granting a Zoning Map
Amendment for 89.334 Acres of Land out of and a part of Lot 5, Block 7, Range Q, Part
Lot 3 & 4, Block 8, Range Q, Part Lot 6 & 7, Block 9, Range Q, Part Lot 4-8, Block 7,
Range PT, Lot 1 & 8, Block 7, Range S Palco & Block 37-43, ABD Lakeside Park,
Jefferson County, Texas. The property is located South of Hwy 73 and North of Taylors
Bayou.
The request aims to amend the zoning from Low-Density Residential District (LDR) to
a Commercial Retail District (CR) and Heavy Industrial District (HI) for the construction
of a gas processing unit and future commercial development.
Background:
On or around April 9, 2026, an application for a Zoning Map Amendment was filed with
the Planning & Zoning Division.
In accordance with Appendix A, Section 6.03 of the City of Port Arthur Zoning
Ordinance, any person or corporation having a proprietary interest in any property may
petition the city council for a change or amendment to the provisions of this ordinance.

The Planning & Zoning Commission may, on its own motion or on request from the City
Council, institute a study and proposal for changes and amendments in public interest.
That the Planning & Zoning Department has sent notification of the hearing date and
time published in the city's official newspaper and mailed to adjacent property owners
within a 200-foot radius at least 15 days before the public hearing.
The Planning & Zoning Commission will conduct a public hearing on June 15, 2026, at
5:30 P.M.

Recommendation:
It is recommended that the City Council considerthe approval of Proposed Resolution
No. 24984, calling for a public hearing to consider granting a Zoning Map Amendment
for approximately 89.334 Acres of Land out of and a part of Lot 5, Block 7, Range Q,
Part Lot 3 & 4, Block 8, Range Q, Part Lot 6 & 7, Block 9, Range Q, Part Lot 4-8, Block
7, Range PT, Lot 1 & 8, Block 7, Range S Palco & Block 37-43, ABD Lakeside Park,
Jefferson County, Texas.
The City Council public hearing shall be held on Tuesday, July 14, 2026, at 10:00 A.M.

WHEREAS, it is being requested that the City Council consider a Zoning Map Amendment for
89.334 Acres of Land out of and a part of Lot 5, Block 7, Range Q, Part Lot 3 & 4, Block 8, Range Q,
Part Lot 6 & 7, Block 9, Range Q, Part Lot 4-8, Block 7, Range PT, Lot 1 & 8, Block 7, Range S Palco
& Block 37-43, ABD Lakeside Park, Jefferson County, Texas, as delineated in Exhibit "B"; and,
WHEREAS, pursuant to Chapter 211 in the Texas Local Government Code, a public hearing
must precede any zoning change; and,
WHEREAS, Section 211.006(a) of the Texas Local Government Code requires notice of the
public hearing before the governing body to be published in the official newspaper or a newspaper of
general circulation in the municipality before the fifteenth (15th) day before the date of the hearing.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR, TEXAS:
THAT, the facts and opinions in the preamble are true and correct.
THAT, the Planning and Zoning Commission will hold a public hearing for this case on June 16,
2026.
THAT, the notice of the public hearing for the Planning and Zoning Commission was published
in the city's official newspaper and mailed to adjacent property owners within a 200-ft radius of the
proposed site on May 30, 2026.

THAT, a public hearing with the Port Arthur City Council to consider this Zoning Map
Amendment for 89.334 Acres of Land out of and a part of Lot 5, Block 7, Range Q, Part Lot 3 & 4,
Block 8, Range Q, Part Lot 6 & 7, Block 9, Range Q, Part Lot 4-8, Block 7, Range PT, Lot 1 & 8, Block
7, Range S Palco & Block 37-43, ABD Lakeside Park, Jefferson County, Texas, as delineated in
Exhibit "B" shall be held on July 14, 2026, at 10:00 a.m. in the City Council Chambers, Fifth Floor, City
Hall, 444 4th Street, Port Arthur, Texas, or by telephonic and videoconference.
THAT, in accordance with Section 211.006(a) of the Texas Local Government Code, public
notice of the Port Arthur City Council public hearing shall be published in the official newspaper or a
newspaper of general circulation in the City before the fifteenth (15th) day before the date of the public
hearing, in substantially the same form as delineated in Exhibit "A."
THAT a copy of the caption of this Resolution is spread upon the Minutes of the City Council.
