Richard, Fire Chief Re: Proposed Resolution 15655 Date: July 26, 2007 COMMENT RECOMMENDATION The Fire Department recommends-that the City Council authorize the City Manager and Fire Chief to enter into a Memorandum of Understanding with Golden Pass LNG that designates the Port Arthur Fire Department as the primary responder for fires at the Golden Pass Facility. BACKGROUND Golden Pass LNG has provided basic LNG firefighting training for the Port Arthur Fire Department and will pay for 26 PAFD personnel to attend Texas A&M LNG live fire training (including all travel, fees and overtime backfill). LNG firefighting is specialized and we had no expertise in this area prior to Golden Pass building the new facility. It is imperative that we receive this training to be able to safely and effectively respond to emergencies at this facility. R. 15655 11/15/2009 ldr RESOLIITION NO. r A RESOLIITION AIITHORIZING THE CITY MANAGER-AND FIRE CHIEF TO ENTER INTO A MEMORANDIIM OF IINDERSTANDING WITH 'GOLDEN PASS LNG THAT DESIGNATES THE PORT ARTHIIR FIRE DEPARTMENT AS THE PRIMARY RESPONDER FOR FIRES AND PAFD WILL MAINTAIN PERSONNEL TRAINED IN ADVANCED LNG FIREFIGHTING WHEREAS, Golden Pass LNG has constructed a new LNG facility in Sabine Pass; and WHEREAS, Golden Pass LNG has provided basic LNG ~• firefighting classes for the Port Arthur Fire Department; and , WHEREAS, Golden Pass LNG will sponsor and cover all cost associated with sending 26 PAFD personnel to Texas A&M Fire 'School for an advanced LNG firefighting course; and WHEREAS, Golden Pass will assist the PAFD°with maintaining advanced LNG firefighting trained personnel; and WHEREAS, it is in the best interest of the City of Port Arthur to have its Firefighters trained in advanced LNG firefighting. NOW THEREFORE, BS IT RESOLVBD BY THE CITY.COIINCIL OF THE CITY OF PORT ARTHIIR: Section 1. That the facts and opinions in the preamble are true and correct. ° Section 2. That Golden Pass LNG has provided basic LNG firefighting classes for the Port Arthur Fire Department. Section 3. That Golden Pass LNG will sponsor and cover all cost associated with ,sending 26 PAFD personnel to Texas A&M Fire School for an advanced LNG firefighting course. Section 4. That Golden Pass will assist the PAFD with maintaining advanced LNG firefighting trained personnel. Section 5. That it is in the best interest of the City of Port Arthur to have its Firefighters trained in advanced LNG firefighting. Section 6. That a copy of the caption of this resolution shall be spread upon the Minutes of the City Council. Val Tiz o, Ac i g City Attorney APPROVED FOR ADMINISTRATION: Steve' F3'E.zgibbons, City Manager EXHIBIT °°A" ~ LHG October 8, 2009 Part Arthur Fire Department Attn: Chief Urry Richard 300 Waco Ave. Port Arthur, TX 77640 RE: Advanced LNG Primary Responder Memoandum of Understanding Dear Chief Richard, Golden Pass LNG Terminal LLC (GPLNG) is interested in obtaining a waiver by the United States Coast Guard (V.S.C.G.) regarding the training of GPLNG far "advanced LNG firefighting".GPLNG is requesting [he waiver in consideration to thepmximity and availability of trained firefighters provided by the Port Arthur Fire Department (P.A.F.D.). In order to comply with the firefighting training requirements of 33 CFR 127.603(b)12) and therefore be issued a waiver for GPLNG personnel, GPLNG must satisfy two requirements. The requirements are as follows: "...1) GPLNG and the PAFD draft correspondence or a memorandum of understanding that designates the PAFD as the primary responder for fres at the GPLNG Facility, and2) The PAFD maintains personnel with current raining in advanced lNG fire fighting. It is our intent to satisfy this regulation and gain USCG approval by providing LNG advanced fire fighting raining at the A&M fire training grounds to PAFD personnel. GPWG agrees to fund the training for a minimum of 26 PAFD individuals at the facility, although GPLNG intends to providethe LNG Lire fighting training to as many of your fire fighters as possible. In an effort to ensure the highest level of prepawtion for an LNG facility fire, all GPLNG operations personnel have received general LNG firefighter trainingolthough GPLNG does not intend to be the primary fire responders. 1[ is our undersrta~nding that once the two tanditions have been met, the U.S.C.G. will issue [he waiver [o GPWG. You also agree that PAFD personnel will maintain current raining in advanced LNG fire fighting to take place at the A&M fire twining grounds or similar appropriate fire fighting training facility.
