Alexander, MBA-HCM, Health Director DATE: December 8, 2009 SUBJECT: Proposed Resolution No. 15662 Approval of a Memorandum of Understanding between the City of Port Arthur and the PAISD RECOMMENDATION It is recommended that the City Council approve P.R. No. 15662, approving a Memorandum of Understanding between the City of Port Arthur and the Port Arthur Independent School District for the Nurse-Family Partnership program. BACKGROUND The City of Port Arthur Nurse-Family Partnership (NFP) program.provides educational, health, guidance, and other resources for low-income, Medicaid eligible, first-time pregnant women during pregnancy, and during the first two years of their infants life through visits by highly trained registered nurses. Because of the number of pregnant teens enrolled in the program, the PAISD has agreed to provide an alternative meeting/visitation site on school grounds during school hours for the nurse home visitors to meet with their clients. BUDGETARY AND FISCAL EFFECT, None. STAFFING EFFECT None. SUMMARY It is recommended that the City Council approve P.R. No. 15662, approving a Memorandum of Understanding between the City of Port Arthur and the Port Arthur Independent School District for the Nurse-Family Partnership program. P. R. A RESOLUTION APPROVING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF PORT ARTHUR AND THE PORTARTHUR INDEPENDENT SCHOOL DISTRICT FOR THE NURSE FAMILY PARTNERSHP PROGRAM WHEREAS, it is deemed in the best interests of the City of Port Arthur and the Port Arthur Independent School District to authorize a Memorandum of Understanding as it pertains to the use of school facilities to be used as an alternative meeting/visitation site for clients enrolled in the Nurse-Family Partnership program. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: r Section 1. That, the facts and opinions in the preamble are true and correct. Section 2. That, the City Manager and City's Health Director are herein authorized to execute the Memorandum of Understanding in substantially the same form as attached hereto as Exhibit "A". Section 3. That, a copy of the caption of this Resolution be spread upon the Minutes of the City Council. Alexander, MBA-HCM irector of Health Services n EXHIBIT "A" Memorandum of Understanding (MOU) This Memorandum of Understanding is entered into by and between the City of Port Arthur Health Department's Nurse-Family Parfiership herein referred to as "NFP and: The Port Arthur Independent School District herein referred to as "PAISD" The PAISD hereby acknowledges its intent to serve as an alternative meeting/visitation site for clients enrolled in the Nurse-Family Partnership program who also attend school. The Nurse-Family Partnership program is a home visitation program offered to first time low-income mothers. The clients in this program aze provided homes visits by an experienced nurse educated in delivering the Nurse- Family Partnership model of caze. Visits occur every one to two weeks during pregnancy and until the child is two years of age. Nurses work in several different domains: • Nurse home visitors teach about the mother's personal health and environmental health • Nurses guide new mothers in developing healthy and successful parenting skills while promoting social, emotional, and physical development. • Nurses mentor clients in establishing and meeting their school and career goals. • Nurses support clients in building a healthy support network. • Nurses make referrals as needed to community agencies. I. THE PAISD The facility agrees to do the following: 1. Allow the studenUprogram participant to use 30 to 45 minutes up to one hour of time during school hours to visit with aNurse-Family Partnership nurse home visitor. 2. Provide a meeting place on school grounds for student/program participant and nurse home visitor to meet II. THE NFP The City of Port Arthur NFP agrees to do the following: 1. Coordinate a visit schedule with the PAISD school nurse or other PAISD designee. 2. Maintain confidentiality and professionalism while conducting the required visits. 3. Indemnifies the PAISD of any acts of negligence of the City of Port Arthur NFP employees, under state and federal law. This MOU becomes effective when approved by the governing bodies of the City of Port Arthur and the PAISD. It may be canceled by either party by giving. thirty (30) days notice to the other party; otherwise it will remain in effect and may be renewed by mutual agreement. , THE CITY OF PORT ARTHUR (i`IFP) Stephen Fitzgibbons, City Manager Yoshi D.
