AN ORDINANCE CANVASSING THE RETURNS AND DECLARING THE
RESULTS OF THE RUNOFF ELECTION HELD ON JUNE 13, 2026, FOR
THE PURPOSE OF ELECTING COUNCILMEMBERS FOR DISTRICTS
1, 3 AND 4, IN THE CITY OF PORT ARTHUR,TEXAS IN ACCORDANCE
WITH CHAPTER 271 OF THE TEXAS ELECTION CODE
WHEREAS, the City of Port Arthur is a home rule city with a governing body composed of a
Mayor and six (6) Councilmembers; and
WHEREAS, the City Council adopted Ordinance No. 26-25 canvassing the returns and declaring
the results of the General Election held on May 2, 2026, for the purpose of electing Councilmembers for
Districts 1, 2, 3 and 4; and
WHEREAS, on May 12, 2026, the results of the General Election were canvassed and adopted
pursuant to Ordinance No. 26-25; and
- declared pursuant to Ordinance No. 26 25, Cal J. Jones was dec a d to be elected
Councilmember for District 2 and shall expire in May 2029, or until his successor has been elected or duly
qualified; and
WHEREAS, the term for Councilmembers of Districts 1, 3 and 4 was due to expire May 2026; and
WHEREAS, Ordinance No. 26-25 declared that there were more than two (2) candidates for the
offices of District 1, 3 and 4, and no candidate received a majority of all votes cast for the office; and
WHEREAS, Willie"Bae" Lewis and Taylor Getwood were the two (2) candidates who received the
highest number of votes for District 1 in the General Election; and
WHEREAS, Warren Pena and Charlie Lewis were the two (2) candidates who received the highest
number of votes for District 3 in the General Election; and
WHEREAS, Kaala Jacobs and Chuck Vincent were the two (2) candidates who received the
highest number of votes for District 4 in the General Election; and
WHEREAS, pursuant to Ordinance Nos. 26-25 and 26-26, a Runoff Election was held on June 13,
2026, for the purpose of electing Councilmembers for Districts 1, 3 and 4; and
WHEREAS, pursuant to Section 67.003 of the Texas Election Code, the City Council of the City of
Port Arthur met on June 24, 2026 at 10:30 a.m., and officially canvass the returns and declare the results
of said Runoff Election for Councilmember District 1, Councilmember District 3 and Councilmember
District 4. The respective candidate receiving a majority of the votes cast as said Runoff Election shall be
declared to be elected as Councilmember District 1, Councilmember District 3 and Councilmember District
4.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the returns of said Runoff Election, after being canvassed by the City Council,
are found, and declared to be true and correct. There were cast at said election for the respective
candidates the number of votes as shown on the tabulated statements that are attached hereto and
made a part hereof as Exhibit "A" and as delineated below:
Councilmember District 1: Willie "Bae" Lewis 310
Taylor Getwood 421
Councilmember District 3: Warren Pena 389
Charlie Lewis 261
Councilmember District 4: Chuck Vincent 358

Therefore, Taylor Getwood is hereby declared to be elected Councilmember for District 1. That
the term for the Councilmember for District 1 shall commence on the date that he is duly qualified
and shall expire in May 2029, or until his successor has been elected and duly qualified.
Therefore, Warren Pena is hereby declared to be elected Councilmember for District 3. That the
term for the Councilmember for District 3 shall commence on the date that he is duly qualified and shall
expire in May 2029, or until his successor has been elected and duly qualified.
Therefore, Kaala Jacobs is hereby declared to be elected Councilmember for District 4. That the
term for the Councilmember for District 4 shall commence on the date that she is duly qualified and shall
expire in May 2029, or until her successor has been elected and duly qualified.
Section 3. That the City Council shall therefore be composed of the following members:

Section 4. That based on the representations of the Jefferson County Clerk, the Runoff Election
was conducted in accordance with state, local and federal law, and based on the presumption under the
law that the election judges are presumed to have done their duty, the City Council has determined that
the Runoff Election was duly called, ordered, and held in accordance with the laws of the State of Texas,
the Charter of the City of Port Arthur, and Ordinance Nos. 26-04, 26-25, and 26-26 that the Order for the
conduct of the Runoff Election returns thereof, have been made by the proper officials.
Section 5. That this being an Ordinance for which publication is not required under the Charter
of the City of Port Arthur, it shall not be published, but shall take effect and be in force immediately from
and after its passage.
Section 6. That a copy of the caption of this Ordinance be spread upon the Minutes of the City
Council.
