COMMENT
RECOMMENDATION
The Fire Department recommends that. the City Council authorize the Fire Chief to apply for the
2009 Staffing for Adequate Fire and Emergency Response (SAFER) Program.
BACKGROUND
The 2009 SAFER Grant Program is available to assist Fire Departments in obtaining. additional a
• staffing.. This grant is a three year program with 100% federaLfunding for the first two (2) years
with the city funding the cost for the third year. The Fire Department will seek funding for eight
firefighter positions; this will allow the Ladder Truck to be staffed with Four (4) personnel. The
addition of eight firefighter positions should cause a decrease in scheduled overtime.
BUDGET/FISCAL EFFECT
The City would have to fund 100% of the' third year of this program. Annual cost for eight
firefighter positions is estimated to be $540,024. •
STAFFING/EMPLOYEE EFFECT
This Grant would increase staffing levels in the Fire Department from 105 authorized positions
to 113.
SUDUMARY
The Fire Department recommends that the City Council authorize the Fire Chief to apply for the
2009 SAFER Grant Program.

RESOLIITION NO.
A RESOLIITION AIITHORIZING THE FIRE CHIEF TO APPLY
FOR THE 2009 STAFFING FOR ADEQIIATE FIRE AND
EMERGENCY RESPONSE PROGRAM (SAFER) GRANT
WHEREAS, the Fire Department seeks permission to apply
for the 2009 Staffing For Adequate Fire-And Emergency
Response (SAFER) Grant Program to assist the Fire
` Department in obtaining needed personnel; and
WHEREAS, the City Council of the City of Port Arthur
finds it to be in the best interest on the citizens of Port
Arthur to authorize application for the grant; and
WHEREAS, the Fire Chief received notification that
funds will be available for. the 2009 SAFER Grant Program
and the Grant must be submitted by December 18, 2009; and
WHEREAS, the grant will be used. to hire up to eight
(8) additional firefighters; and
WHEREAS, the grant is 100% Federal funded for the
first two (2) years with the City funding the cost for the
third year; and
WHEREAS, the estimated cost to fund eight,(8)
firefighter positions for one year is $540,024.
NOW THEREFORE, BS IT RESOLVED BY THE CITY COIINCIL OF
THE CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the
preamble are true and correct.
Section 2. That the Fire Chief is authorized to apply
for the 2009 Safer Grant Program and to execute such other
documents as necessary to apply for the grant.
Section 3. That the grant will be used to hire up to
eight additional Firefighters.
Section 4. That the total estimated. cost of the
project over three years is $1,620,072.
Section 5. That the federal share of the project is
estimated to be $1,080,048.
Section 6. That the local share of the project is
estimated to be $540,024.
Section 7. That a copy of the caption of this
resolution shall be spread upon the Minutes of the City
Council.

A.D., 2009, at a Regular Meeting of the City Council of the
City of Port Arthur, Texas, by the following vote:
