COMMENT
Recommendation:
It is recommended the City Council of the City of Port Arthur adopt Proposed Resolution No. 24733 which
Authorizes A RESOLUTION AUTHORIZING THE CITY MANAGER TO PROVIDE SUPPORT TO
TRUTH&EDUCATION CORPORATION A 501C(3)NON-PROFIT IN SUPPORT OF THE 2026 SENIOR
SUMMER SLAM I AND II EVENTS, FINDING EVENTS BENEFIT A PUBLIC PURPOSE, PROVIDING
FUNDING IN THE AMOUNT OF S 10,000.00. FUNDING AVAILABLE IN ACCOUNT NO.
MA0074.SPP.OTH.
Background:
The City Council wishes to support programs and activities which serve a public purpose for the citizens of
Port Arthur. Truth & Education Corporation is a non-profit organization pursuant to Section 501c(3) of the
Internal Revenue Code is providing an event listed as 2026 Senior Summer Slam I and II scheduled on July
18th and August 1st, 2026, respectively. The event is designed for community members 50 years and older—
"Seniors". -
The free admission event provides a cultural,health, community engagement benefit and contributes positively
to societal welfare of the target group and the community as a whole.
Budgetary:
The funding impact is$10,000.00. Funding is available in account no. MA0074.SPP.OTH.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO
PROVIDE FINANCIAL SUPPORT TO TRUTH & EDUCATION
CORPORATION, A TEXAS NONPROFIT ORGANIZATION
QUALIFIED UNDER SECTION 501(c)(3) OF THE INTERNAL
REVENUE CODE, FOR THE 2026 SENIOR SUMMER SLAM I
AND II EVENTS; FINDING THAT THE EXPENDITURE SERVES
A VALID PUBLIC PURPOSE AND PROVIDES A DIRECT
BENEFIT TO THE CITIZENS OF PORT ARTHUR;
AUTHORIZING FUNDING IN THE AMOUNT OF $10,000.00;
AND PROVIDING FOR FUNDING FROM ACCOUNT NO. 001-01-
005-5470-00-10-000,PROJECT NO.MA0074.SPP.OTH.
WHEREAS, the City of Port Arthur is a home-rule municipality committed to promoting the
health,welfare,recreation, and quality of life of its residents; and
WHEREAS, the City Council recognizes that residents fifty (50) years of age and older
constitute an important segment of the community whose continued engagement contributes to the
civic, cultural, social, and economic vitality of the City; and
WHEREAS, Truth & Education Corporation is a nonprofit organization recognized as tax-
exempt under Section 501(c)(3) of the Internal Revenue Code; and
WHEREAS, Truth & Education Corporation has requested financial support for the 2026
Senior Summer Slam I and Senior Summer Slam II events scheduled to be held on July 18, 2026, and
August 1, 2026,respectively; and
WHEREAS, the events are open to the public without charge and are designed to provide
senior residents with opportunities for social interaction, health awareness, educational programming,
recreation, and community engagement; and
WHEREAS, the City Council finds that the events promote the general welfare of Port Arthur
residents, encourage community participation, and provide a direct public benefit to senior citizens and
the community as a whole; and
WHEREAS, the City Council further finds that the expenditure of public funds for this
purpose serves a legitimate municipal and public purpose and that the City will receive sufficient
consideration in the form of community services and benefits provided through the events.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR,TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. The City Council hereby authorizes the City Manager to provide funding to Truth&
Education Corporation, a qualified Section 501(c)(3) nonprofit organization, in support of the 2026
Senior Summer Slam I and II events, as more particularly described in Exhibit"A"attached hereto.
Section 3. Funding in an amount not to exceed $10,000.00 is hereby approved for the purposes
described herein. Funding is available from Account No. 001-01-005-5470-00-10-000, Project No.
MA0074.SPP.OTH.
Section 4. The City Council finds that the expenditure authorized by this Resolution serves a valid
public purpose by promoting senior citizen wellness, recreation, education, social engagement, and
community participation, and that the City shall maintain sufficient oversight to ensure that the public
funds are utilized for the purposes authorized herein.
Section 5.That a copy of this Resolution be spread upon the minutes of the City Council.

Proposal Letter for 2026 Senior Summer Slam I & II

Dear Mr. Burton and Honorable Members of the Port Arthur City Council:
On behalf of Truth &Education Corporation, a 501(c)(3) nonprofit organization, I
respectfully submit this proposal requesting financial assistance for the 2026 Senior
Summer Slam I &II.This free community event for seniors ages 50 and older is scheduled
to be held at the Carl Parker Multi-Purpose Center in Port Arthur,Texas, on July 18,2026,
and August 1,2026,from 12:00 noon to 2:00 p.m. each day.
The purpose of this event is to provide senior citizens in our community with a welcoming
opportunity for fellowship, recreation, and meaningful social engagement. Considering the
hardship and isolation many older adults have experienced in recent years,the 2026 Senior
Summer Slam I &II is intended to promote encouragement, connection, and community
spirit. Planned activities include swing-out dancing, soul train line dancing, musical chairs,
gifts, and participation giveaways throughout the afternoon.
Truth&Education Corporation respectfully requests funding in an amount not to exceed
$10,000 to support this two-day event.Approval of this request would serve a public
purpose by advancing community engagement, recreation, and support for senior citizens
in Port Arthur.We acknowledge and appreciate that the City Council will retain appropriate
oversight to ensure that any funds awarded are used in accordance with applicable law
and for the benefit of the public.
