Duriso, Chief of Police i 11 A RE: PR 24991 —Approval of Memorandum of Understanding Between Lamar University and the City of Port Arthur Police Department Introduction: The intent of this agenda item is to obtain City Council authorization for the City Manager to formally execute a Memorandum of Understanding(MOU)in support of a proposed U.S. Department of Justice grant application. The purpose of the grant is to provide evidence-based training opportunities focused on crisis response,resiliency, communication, de-escalation, and Integrating Communications,Assessment, and Tactics (ICAT)training methodologies for law enforcement agencies throughout Southeast Texas. Background: Under the proposed MOU, Lamar University would provide training workshops, educational resources, simulation-based activities, and access to subject matter experts. Participation by the Port Arthur Police Department would be voluntary and subject to depailunental staffing and operational needs. The proposed agreement does not create any financial obligation, operational obligation, or legal liability for the City of Port Arthur. The MOU serves only as an expression of support and intent to participate in training opportunities should the grant be awarded. Budget Impact: There is no fiscal impact to the City of Port Arthur. Participation in any future training opportunities will be voluntary and funded through the proposed Department of Justice grant. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF UNDERSTANDING BETWEEN LAMAR UNIVERSITY AND THE PORT ARTHUR POLICE DEPARTMENT FOR PARTICIPATION IN A PROPOSED UNITED STATES DEPARTMENT OF JUSTICE TRAINING GRANT PROGRAM IN SUPPORT OF INTEGRATING COMMUNICATIONS, ASSESSMENTS, AND TACTICS (ICAT) TRAINING METHODOLOGIES FOR LAW ENFORCEMENT AGENCIES. WHEREAS, Lamar University has submitted a proposal for funding through a United States Department of Justice grant program designed to provide evidence-based law enforcement training opportunities focused on crisis response,resiliency, communication, de-escalation, and Integrating Communications, Assessment, and Tactics (ICAT) methodologies; and WHEREAS, Lamar University has requested participation from the Port Arthur Police Department as a regional partner in the proposed training initiative; and WHEREAS, the proposed Memorandum of Understanding is intended solely to demonstrate support for the grant application and potential participation in training opportunities should funding be awarded; and WHEREAS, the Memorandum of Understanding creates no financial obligation, operational obligation, or legal liability for the City of Port Arthur; and WHEREAS, this Memorandum of Understanding will remain in effect during the proposed 36-month grant period if funding is awarded; and WHEREAS,it is in the best interest of the City of Port Arthur to formally execute and participate in this agreement to provide valuable professional development and training opportunities for Port Arthur Police Depailuient personnel as shown in"Exhibit A". NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,TEXAS: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Council authorizes the City Manager to execute a Memorandum of Understanding between Lamar University and the Port Arthur Police Department related to the proposed United States Depatlaient of Justice training grant initiative,in substantially the same form as attached hereto as Exhibit"A". Duriso / '5+ City Mana C ' f of Police P.R.No. 24991 06/02/2026 JLH EXHIBIT "A" MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN LAMAR UNIVERSITY AND CITY OF PORT ARTHUR POLICE DEPARTMENT This Memorandum of Understanding (MOU) expresses the intent of Lamar University and the City of Port Arthur Police Department to cooperate in a proposed U.S. Department of Justice grant initiative focused on evidence-based crisis response, de-escalation training, and community collaboration. The purpose of this partnership is to support voluntary participation in training opportunities that may be offered through the proposed project if funded. Under this understanding: • Lamar University will provide training workshops, educational resources, simulation-based activities, and access to national and international experts related to crisis response, de-escalation practices, and ICAT-informed training methods. • The City of Port Arthur Police Department may voluntarily participate in training activities and assist in identifying officers who may benefit from participation. • This MOU does NOT create any financial obligation, operation obligation, or legal liability for either party. • Participation in project activities will remain voluntary and subject to departmental availability and approval. • This MOU will remain in effect during the proposed 36-month grant period if funding is awarded.
