A RESOLUTION APPOINTING A
PRESERVATION OFFICER (HPO)/LOCAL
GOVERNMENT (CLG) REPRESENTATIVE
HISTORICAL COMMISSION (THC)
LOCAL HISTORIC
CERTIFIED LOCAL
TO' THE TEXAS
WHEREAS, there is a vacancy on the Texas Historical Commission created by the retirement
of Dale Watson; and
WHEREAS, a city official, staff or appropriate resident-may also serve in this capacity as long
as they have the capacity and competence requiring architectural, planning and historical
knowledge of the City, as well as City preservation policies; and
WHEREAS, the individual should also work in a discipline related to historic preservation
such as architecture, urban planning, history, architectural history, archeology, etc; and
WHEREAS, the Mayor of Port Arthur has been requested to appoint a representative. to
serve on the Texas Historic Commission (THC); and
WHEREAS, in accordarice with the Texas Administration code Title 13, Part 2, Chapter 15.6,
Rules and Procedures for Certified Local Governments, subsection (f)(1)(c), ordinances of these
municipal governments shall provide for the designation of a city official, staff person, or other
appropriate resident of the municipal entity as local preservation officer.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT the following person is approved and appointed to serve as the City of Port Arthur's
Representative of the Texas Historical Commission (THC) to fill the vacancy created by the
retirement of Dale Watson:

THAT enables the City of Port Arthur to operate in compliance with all Sections of
the Texas Administrative Code and subsequence subparagraphs therein, that municipal governments
shall provide for the designation of a city official, staff person, or other appropriate resident of the
municipal entity as local preservation officer,
THAT a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.

Re: Appointment of a local Historic Preservation Offrcer (HPO)Rocal CLG representative
pursuant to Certifrcation Agreement for participation in the Certified Local Govemment program,
City of Port Arthur, Jefferson County, Texas (CLG).
Dear Mayor Prince,
The City of Port Arthur currently participates in the Cert~ed -Local Government (CLG) program,
which is afederally-sponsored technical and financial assistance program. The Texas Historical
Commission (THC) is the state agency responsible for administering the Texas CLG program
under state and federal legislation. It has come to our attention that there is no designated
Historic Preservation Officer/CLG representative for the City.
In accordance with Texas Administrative Code Title 13, Part 2, Chapter 15.6, Rules and
Procedures for Certified Locaf Governments; subsection (f)(1)(c), ordinances of these municipal
governments shall provide for the designation of a city official, staff person, or other appropriate
resident of the municipal entity as local preservation officer. This person is necessary to help the
local government carry out the general program procedures as required by state law in
subsections {f)(1-5) of the Rules and Procedures. A copy of the Rules and Procedures is
enclosed for your~review.
It is preferred that this individual be an employee of the City, who has a demonstrated interest,
competence, or knowledge in historic preservation. Said individual should also work in a
discipline related to historic preservation such as architecture, urban planning, history,
architectural history, archeology, etc. Please provide us with the full name, title and contact
information for the designated HPO/CLG representative for the City of Port Arthur, within 60
davs upon receipt of this letter
