Duriso, Chief of Police RE: PR 25012 Approval of Architectural Services Agreement for Port Arthur Police Department Training Facility Introduction: The intent of this Agenda Item is to seek City Council approval for the City Manager to execute a professional services agreement with The LaBiche Architectural Group, Inc., Beaumont, Texas, for architectural and engineering services associated with the renovation of the existing golf cart building located on Pleasure Island into the Port Arthur Police Department Training Facility. Background: The Port Arthur Police Department has identified the need for a dedicated training facility to enhance officer preparedness and provide expanded training opportunities for departmental personnel. The proposed project consists of renovating approximately 2,700 square feet of the existing 7,000-square-foot structure located at the former golf course on Pleasure Island. The facility will include a multipurpose training room, a firearms simulator room, office space, a storage room, an IT room, a janitor closet, and ADA-accessible restrooms. The LaBiche Architectural Group, Inc. has submitted a proposal to provide professional architectural services, including schematic design, design development, preparation of construction documents, bidding assistance, and construction observation services for the proposed renovation project. The proposed professional services agreement provides for a fixed architectural fee of Thirty-Five Thousand Dollars ($35,000.00), plus reimbursable expenses in an amount not to exceed One Thousand Two Hundred Dollars ($1,200.00). The overall project budget,including architectural fees,reimbursable expenses, and estimated construction costs,is Three Hundred Sixty-Five Thousand Dollars ($365,000.00). Budget Impact: Funding for the professional architectural services agreement, in an amount not to exceed $36,200.00 (consisting of a fixed fee of$35,000.00 plus reimbursable expenses of$1,200.00), will be allocated from the Capital Improvement Fund Account 307-17-045-8512-00-30-000, Project No. BU0032.ENG. The total project budget, including future construction costs, is estimated at$365,000.00. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL ARCHITECTURAL SERVICES AGREEMENT WITH THE LABICHE ARCHITECTURAL GROUP, INC., OF BEAUMONT, TEXAS, FOR PROFESSIONAL ARCHITECTURAL SERVICES ASSOCIATED WITH THE RENOVATION OF THE PORT ARTHUR POLICE DEPARTMENT TRAINING FACILITY LOCATED ON PLEASURE ISLAND, FOR A FIXED PROFESSIONAL FEE OF $35,000.00, PLUS APPROVED REIMBURSABLE EXPENSES IN AN AMOUNT NOT TO EXCEED $1,200.00, FOR A TOTAL CONTRACT AMOUNT NOT TO EXCEED $36,200.00, WITH FUNDING AVAILABLE IN THE CAPITAL IMPROVEMENT FUND ACCOUNT NO. 307-17-045-8512-00-30-000, PROJECT NO. BU0032.ENG. WHEREAS, the City of Port Arthur desires to renovate the existing golf cart building located on Pleasure Island for use as the Port Arthur Police Department Training Facility; and WHEREAS, the renovation will provide a dedicated facility to support law enforcement training,professional development, and enhance the City's public safety infrastructure; and WHEREAS, The LaBiche Architectural Group, Inc., of Beaumont, Texas, has submitted a three-phase proposal to provide professional architectural services for the project, including schematic design,design development,preparation of construction documents,bidding assistance, and construction observation services, a copy of which is attached hereto as Exhibit "A"; and WHEREAS, the proposed Professional Architectural Services Agreement provides for a fixed professional fee of $35,000.00, together with approved reimbursable expenses in an amount not to exceed $1,200.00, for a total contract amount not to exceed $36,200.00; and WHEREAS,funds are available in the Capital Improvement Fund Account No. 307-17- 045-8512-00-30-000, Project No. BU0032.ENG; and WHEREAS, the City Council finds that execution of the Professional Architectural Services Agreement with The LaBiche Architectural Group, Inc., is in the best interest of the City of Port Arthur and its citizens. NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,TEXAS: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. The City Manager is hereby authorized to execute a Professional Architectural Services Agreement with The LaBiche Architectural Group, Inc., of Beaumont, Texas, for professional architectural services associated with the renovation of the Port Arthur Police Department Training Facility located on Pleasure Island,for a fixed professional fee of$35,000.00, P.R.No. 25012 JLH 06/12/2026 plus approved reimbursable expenses in an amount not to exceed $1,200.00, for a total contract amount not to exceed $36,200.00. (hereinafter"Architect") shall provide to City of Port Arthur,(hereinafter"Client") the services described below for the compensation described below.This proposal is based upon our experience with similar Police Training Facilities. PROJECT INFORMATION: The project,as we understand it is an interior renovation of the existing golf cart building at the old golf course located on Pleasure Island: • Building size: 7000 SF. • Area to be renovated: 2700 SF • Total Project Budget(including fees): $365,000 • Building spaces: o 1 —Office 8'x 10' 80 SF o Multipurpose Training Room(20-person min.) 1870 SF o Single Screen Shoot Simulator 15'x 20'min. 300 SF o 2—Handicapped Accessible Restrooms (2 persons ea.) 2 @ 10'x 15' 300 SF o 1 —IT Room 5'x 5' 25 SF o 1 —Storage room 10'x 10' 100 SF o 1 —Janitor Closet 5'x 5' 25 SF o No Additional Parking or Landscaping Total SF 2700 SF 1 of 3 Architectural Proposal for PAPD Training Facility SCOPE OF WORK: The Architect shall perform the following services: Schematic Design/Design Development 1. Provide up to two schemes for redesign of the existing cart building for use as a police training facility. Final design to be approved by Client. 2. Verify site conditions and document items of work: 3. Meet with staff and administration to discuss and define designs. 4. Prepare drawings to represent the design and scope of the project. 5. Prepare a Probable Cost Statement to verify the budget for the project. 6. Prepare and present the scope of the project to Client staff and administration. 7. Includes two meetings with Client to discuss schemes and determine a final budget. Construction Documents 1. Provide architectural services for Construction Documents Phase Services for project as outlined in ALA Document B101 -2017,Article 3,Scope of Architect's Basic Services,Paragraph 3.4,Items 3.4.1 and 3.4.4. 2. Includes one meeting to discuss the final design and approval by Client. Bidding 1. Provide architectural services for Procurement Phase Services for project as outlined in ALA Document B101 -2017,Article 3,Scope of Architect's Basic Services,Paragraph 3.5,Items 3.5.1 and 3.5.3. 2. Includes bidding the project one (1) time.Additional bidding services to be billed at Architect's billing rates outlined below. Construction Observation 1. Provide architectural services for Construction Phase Services for project as outlined in AIA Document B101 -2017,Article 3,Scope of Architect's Basic Services,Paragraph 3.6 Design Development Phase Services,Items 3.6.1 and 3.6.6. Form and format ARCHITECT hereby agrees to produce instruments of service in the following form or format: 1. AutoCAD 2024 for drawings. 2. AutoCAD Revit for 3D renderings. 3. Microsoft Word for word processing. 4. Microsoft Excel for spreadsheets COMPENSATION: The scope of work outlined above will be performed at a fixed fee of Thirty-Five Thousand Dollars ($35,000.00),plus reimbursable expenses and distributed as follows: ❑ Additional Services requested by Client will be charged hourly per the fee schedule attached. ❑Reimbursable expenses shall include all printing required for the project.ADA reviews and inspections are considered reimbursable expenses.Other expenses shall be approved by Owner prior to expenditures. Should the Client wish to re-roof the existing building,Architects fees shall be 10%of the Cost of Construction for roofing system.
