No. 25061 07/27/2026 EJ RESOLUTION NO. A RESOLUTION TO CONSIDER ESTABLISHING THE PROPOSED FISCAL YEAR 2026-2027 TAX RATE, TAKING A RECORD VOTE AND SCHEDULING A PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON THE PROPOSED TAX RATE WHEREAS, Chapter 26 of the Property Tax Code requires taxing units to comply with truth-in-taxation laws in adopting their tax rate and requires the governing body to hold a public hearing when the proposed tax rate exceeds the lower of the no-new revenue or voter-approval tax rate; and WHEREAS, staff recommends City Council establish a proposed tax rate required to support the City Manager's proposed FY 2026-2027 budget equal to the tax rate of $0.613482/$100 of valuation; and WHEREAS, in accordance with Chapter 26 of the Property Tax Code, if the proposed rate exceeds the no-new revenue rate of $0.574221/$100 or the voter-approval tax rate of$0.613482/$100, the City Council must take a record vote to place the proposal to adopt the rate on the agenda at a future meeting; and WHEREAS, the no-new revenue tax rate is the rate that would produce the same amount of taxes in FY 2027 as was produced in FY 2026 if it was applied to the same properties taxed in both years. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the 2026 tax rate is proposed to be $0.613482/$100 of valuation. Section 3. That the date of September 8, 2026 be and the same is hereby set as the date at which the City Council will conduct a public hearing on the proposed tax rate. The meeting will be held in the City Council Chambers, City Hall, 444 4th Street, Port Arthur, Texas at 10:00 a.m. on September 8, 2026, at which time the City Council will receive public comment on the proposed tax rate of $0.613482/$100 of valuation. Section 4. That the City Secretary is to publish notice of said public hearing pursuant to V.T.C.A., Tax Code §26.06. Section 5. That the meeting at which this resolution was approved was in all things conducted in strict compliance with the Texas Open Meetings Act, Texas Government Code, Chapter 551. Section 6. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
