Nature of Request: Authorize the City Manager to execute a contract with Energy Systems Texas for
the purchase of a generator at 103 H.O.Mills Boulevard,in an amount not to exceed$127,781.00.
Background: The City of Port Arthur Fleet Maintenance Facility, located at 103 H.O. Mills
Boulevard, is responsible for maintaining the City's fleet vehicles and essential equipment
necessary to support public safety, public works, emergency response, and other municipal
operations
The installation of a standby generator at the Fleet Maintenance Facility is necessary to provide a
reliable emergency power source during utility outages, ensure continuity of operations during
severe weather and other emergency events, protect City assets, and minimize disruptions to the
maintenance of critical vehicles and equipment.
Energy Systems Texas has submitted a proposal through Sourcewell Cooperative Contract No.
092222-GNR for the purchase and installation of a standby generator for the Fleet Maintenance
Facility in an amount not to exceed One Hundred Twenty-Seven Thousand Seven Hundred Eighty-
One Dollars ($127,781.00), as reflected in Exhibit "A".
Recommendation: It is recommended that the City Council approve P.R. No. 25010, authorizing
the City Manager to execute a contract with Energy Systems Texas for the purchase of a generator
at 103 H.O. Mills in an amount not to exceed$127,781.00.
Budgetary/Fiscal Effect: Funding to pay for the roof replacement is available in Account Fund 307-
13-037-8525-00-10-000.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT
WITH ENERGY SYSTEMS TEXAS, THROUGH SOURCEWELL COOPERATIVE
CONTRACT NO. 092222-GNR TO PURCHASE A GENERATOR FOR THE FLEET'S
MAINTENANCE BUILDING LOCATED AT 103 H.O. MILLS BOULEVARD,IN AN AMOUNT
NOT TO EXCEED $127,781.00; FUNDING IS AVAILABLE IN PROJECT ES0001.CON
WITHIN ACCOUNT NO 307-13-037-8525-00-10-000.
WHEREAS, the City of Port Arthur Fleet Maintenance Facility, located at 103 H.O.
Mills Boulevard, is responsible for maintaining the City's fleet vehicles and essential equipment
necessary to support public safety, public works, emergency response, and other municipal
operations; and
WHEREAS, the installation of a standby generator at the Fleet Maintenance Facility is
necessary to provide a reliable emergency power source during utility outages, ensure continuity
of operations during severe weather and other emergency events, protect City assets, and
minimize disruptions to the maintenance of critical vehicles and equipment; and
WHEREAS, Chapter 271, Subchapter F, of the Texas Local Government Code
authorizes local governments to acquire goods and services through cooperative purchasing
programs as an alternative to conducting a separate competitive procurement process; and
WHEREAS, Sourcewell is a cooperative purchasing program authorized under Chapter
271 of the Texas Local Government Code, and the City is authorized to procure goods and
services through Sourcewell contracts when determined to be in the City's best interest; and
WHEREAS, Energy Systems Texas has submitted a proposal through Sourcewell
Cooperative Contract No. 092222-GNR for the purchase and installation of a standby generator
for the Fleet Maintenance Facility in an amount not to exceed$127,781.00, as reflected in
Exhibit "A"; and
WHEREAS, the City Council finds that procuring the generator through Sourcewell
Cooperative Contract No. 092222-GNR provides the best value to the City and serves the public
interest by ensuring the continued operation of the Fleet Maintenance Facility during emergency
conditions; and
WHEREAS, funding for this purchase is available in Project ES0001.CON, Account No.
307-13-037-8525-00-10-000.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR,TEXAS:
THAT,the facts and opinions in the preamble are true and correct.
THAT, the City Manager is hereby authorized to execute a contract with Energy Systems
Texas, through Sourcewell Cooperative Contract No. 092222-GNR, for the purchase and
