RE: PR 25036—Acceptance of Donation of Bottled Water from H-E-B
Introduction:
The intent of this Agenda Item is to obtain City Council authorization for the City of Port
Arthur to accept a donation of bottled water from H-E-B to support emergency preparedness
and disaster response operations.
Background:
The City of Port Arthur continually prepares for hurricanes and other emergencies that may
impact our community. During these events,bottled drinking water is an essential resource for
emergency response personnel and displaced residents.
The donated water will be utilized to support emergency operations,including providing
hydration for police officers, and any other emergency responders engaged in disaster response
activities. Additionally, when evacuation orders are issued,the City provides two (2) cases of
bottled water on each evacuation bus to assist evacuees during transportation to designated
shelters outside the affected area.
H-E-B has consistently demonstrated its commitment to disaster preparedness and community
resilience by partnering with local governments throughout Texas during emergencies. H-E-B
has informed that they would donate(12)pallets of bottled water to supplement emergency
supplies for the upcoming hurricane season and other emergency events.
Acceptance of this donation will strengthen the City's emergency preparedness capabilities
while reducing expenditures for emergency response supplies.

Budget Impact:
There is no fiscal impact to the City associated with acceptance of this donation.
Recommendation:
It is recommended that the City Council approve the attached resolution authorizing the City
Manager to accept the donation of twelve(12)pallets of bottled water from H-E-B on behalf of
the City of Port Arthur for emergency preparedness and disaster response purposes.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ACCEPT A DONATION OF TWELVE(12)PALLETS OF BOTTLED
WATER FROM H-E-B TO SUPPORT THE CITY OF PORT
ARTHUR'S EMERGENCY PREPAREDNESS, HURRICANE
RESPONSE, EVACUATION OPERATIONS, AND OTHER
DISASTER RESPONSE ACTIVITIES.
WHEREAS,the City of Port Arthur is committed to maintaining a comprehensive
emergency preparedness and disaster response program to protect the lives, health, and
safety of its residents; and
WHEREAS, bottled drinking water is a critical emergency resource during
hurricanes,tropical storms,severe weather events,and other disasters requiring emergency
response or evacuation activities; and
WHEREAS, the donated bottled water will be utilized to support police officers,
any other emergency responders, and citizens affected by emergency incidents; and
WHEREAS, H-E-B has demonstrated a continued commitment to supporting
Texas communities during disasters and has offered to donate twelve(12)pallets of bottled
water to assist the City of Port Arthur's emergency preparedness efforts; and
WHEREAS,the City Council fords that acceptance of this donation serves a valid
public purpose and promotes the health, safety, and welfare of the citizens of Port Arthur.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF PORT ARTHUR,TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council hereby authorizes the City Manager to accept the
donation of twelve (12) pallets of bottled water from H-E-B on behalf of the City of Port
Arthur at a value of$2,825.38.
Section 3. That a copy of the caption of this resolution shall be spread upon the
Minutes of the City Council.
