Duriso, Police Chief iry OkIf RE: PR 25057—Acceptance of FY25 SHSP-LETPA Grant Introduction: The intent of this Agenda Item is to seek the City Council's approval for the City Manager to accept the Fiscal Year 2025 State Homeland Security Grant Program—Law Enforcement Terrorism Prevention Activities (SHSP-LETPA) grant in the amount of$47,315.00. Background: The Office of the Governor has notified the City of Port Arthur that the Police Department's Fiscal Year 2025 State Homeland Security Grant Program—Law Enforcement Terrorism r Prevention Activities(SHSP-LETPA) application has been approved in the amount of $47,315.00. The SHSP-LETPA grant supports investments that enhance the ability of state and local jurisdictions to prevent,protect against,respond to, and recover from acts of terrorism and other significant threats to public safety. Funding will be utilized to strengthen the Police Department's operational readiness through the acquisition of approved homeland security equipment that enhances emergency response capabilities and supports specialized law enforcement operations. Budget Impact: The grant is 100% funded with no grant match requirement. A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT THE FISCAL YEAR 2025 STATE HOMELAND SECURITY GRANT PROGRAM (SHSP-LETPA) FUNDING IN THE AMOUNT OF $47,315.00 WITH NO GRANT MATCH REQUIREMENT. WHEREAS, on January 23, 2025, City Council passed Resolution 25-030 authorizing the City Manager to apply for the fiscal year 2025 State Homeland Security Program and Law Enforcement Terrorism Prevention Activity Program (SHSP- LETPA) funding on the behalf of the City of Port Arthur; and WHEREAS, the City Council designates the City Manager as the grantee' s authorized official. The authorized official is given the authority to apply for, accept, reject, or terminate such grant funding on behalf of the City of Port Arthur; and WHEREAS, the Office of the Governor has notified the City of Port Arthur that the Police Department has been awarded Fiscal Year 2025 State Homeland Security Grant Program (SHSP-LETPA) funding in the amount of Forty-Seven Thousand Three Hundred Fifteen Dollars ($47, 315. 00) to be utilized for a Mobile Solar Surveillance Trailer; and WHEREAS, in order to receive the aforesaid allocation, it is necessary that the City Manager accept the award through the E-Grants portal; and WHEREAS, the grant funding will be utilized to purchase approved homeland security equipment that enhances the Police Department' s emergency response capabilities and strengthens specialized law enforcement operations; and WHEREAS, the SHSP-LETPA grant is 100% funded with no cash match requirements; and WHEREAS, the City Council finds that acceptance of this grant funding is in the best interest of the citizens of the City of Port Arthur by enhancing public safety, emergency preparedness, and homeland security capabilities; and P.R.No. 25057 JLH 7/22/2026 WHEREAS, the City Council agrees that, in the event of loss or misuse of the Office of the Governor grant funds, the City of Port Arthur will return such funds to the Office of the Governor in full. That the City Manager is hereby authorized to accept Fiscal Year 2025 State Homeland Security Grant Program (SHSP-LETPA) funding from the Office of the Governor in the amount of $47, 315. 00 to be utilized for a Mobile Solar Surveillance Trailer, and to execute all documents necessary to administer the grant.
