Duriso, Chief of Police 1/17j7' RE: P.R. 25058 -Acceptance of FY 2025 State Homeland Security Program (SHSP) Grant Introduction: The intent of this Agenda Item is to seek City Council approval for the City Manager to accept the Fiscal Year 2025 State Homeland Security Program (SHSP) grant in the amount of $43,465.00. Background: The Office of the Governor has notified the City of Port Arthur that the Police Department's Fiscal Year 2025 State Homeland Security Program(SHSP) application has been approved in the amount of$43,465.60. The State Homeland Security Program(SHSP)provides funding to strengthen state and local preparedness by supporting projects that prevent,protect against, mitigate, respond to, and recover from acts of terrorism and other significant threats to public safety. The approved project will enhance the Police Department's homeland security and emergency response capabilities through the acquisition of approved equipment that supports specialized law enforcement operations and public safety preparedness. The Office of the Governor has now approved the City's application and awarded funding. Budget Impact: There is no cash match requirement. Recommendation: It is recommended that City Council authorize the City Manager to accept the Fiscal Year 2025 State Homeland Security Program(SHSP) grant in the amount of$43,465.60, as discussed above. A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT THE FISCAL YEAR 2025 STATE HOMELAND SECURITY GRANT PROGRAM (SHSP) FUNDING IN THE AMOUNT OF $43,465. 60 WITH NO GRANT MATCH REQUIREMENT. WHEREAS, on January 20, 2025, City Council passed Resolution 25-032 authorizing the City Manager to apply for the fiscal year 2025 State Homeland Security Program (SHSP) funding on the behalf of the City of Port Arthur; and WHEREAS, the City Council designates the City Manager as the grantee' s authorized official. The authorized official is given the authority to apply for, accept, reject, or terminate such grant funding on behalf of the City of Port Arthur; and WHEREAS, the Office of the Governor has notified the City of Port Arthur that the Police Department has been awarded Fiscal Year 2025 State Homeland Security Grant Program (SHSP) funding in the amount of Forty-Three Thousand Four Hundred Sixty-Five Dollars ($43, 465. 60) to be utilized for Surveillance Cameras for the City of Port Arthur Crime Intelligence Center; and WHEREAS, in order to receive the aforesaid allocation, it is necessary that the City Manager accept the award through the E-Grants portal; and WHEREAS, the grant funding will be utilized to purchase approved homeland security equipment that enhances the Police Department' s emergency response capabilities and strengthens specialized law enforcement operations; and WHEREAS, the SHSP grant is 100% funded with no cash match requirements; and WHEREAS, the City Council finds that acceptance of this grant funding is in the best interest of the citizens of the City of Port Arthur by enhancing public safety, emergency preparedness, and homeland security capabilities; and P.R.No.25058 JLH 7/22/2026 WHEREAS, the City Council agrees that, in the event of loss or misuse of the Office of the Governor grant funds, the City of Port Arthur will return such funds to the Office of the Governor in full. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: Section 1. That the facts and opinions in the preamble are true and correct. Section 2 . That the City Manager is hereby authorized to accept Fiscal Year 2025 State Homeland Security Grant Program (SHSP) funding from the Office of the Governor in the amount of $43, 465. 60 to be utilized for Surveillance Cameras for the City of Port Arthur Crime Intelligence Center, and to execute all documents necessary to administer the grant.
