RE: P.R. NO. 25080—A resolution calling for a public hearing to consider a
Zoning Map Amendment
Introduction:
The Port Arthur City Council is being asked to consider the approval of Proposed
Resolution No. 25080, calling for a public hearing to consider granting a zoning map
amendment for approximately 27.80 acres of land, all of Blocks 92, 93,94,95, 96, 118,
117, and 116; Part of Blocks 81, 83, 84, 85, 87, 88, 91, 114, 115, 119, 122, 123, 124,
and 125, City of Port Arthur, Jefferson County, Texas.
The property is located North of Procter Street and West of Stilwell Boulevard.
The purpose of this zone change request is to establish a Planned Development (PD)
District that provides a unified development plan for the area. The Planned
Development (PD) District will incorporate the Medium Density Residential (MDR)
District and allow residential construction within the designated Commercial Retail (CR)
District through a Specific Use Permit (SUP). Existing homes and homes currently
under construction within the designated Commercial Retail (CR) District shall be
recognized as having an established Specific Use Permit (SUP) under the provisions
of the Planned Development (PD) District.
Background:
On or around July 20, 2026, an application for a zoning map amendment was filed with
the Planning &Zoning Division.

Recommendation:
It is recommended that the City Council consider the approval of Proposed Resolution
No. 25080, calling for a public hearing to consider granting a zoning map amendment
for approximately 27.80 acres of land, all of Blocks 92, 93,94,95, 96, 118, 117, and 116;
Part of Blocks 81, 83, 84, 85, 87, 88, 91, 114, 115, 119, 122, 123, 124, and 125, City of
Port Arthur, Jefferson County, Texas.

ARTHUR, JEFFERSON COUNTY, TEXAS. (THE
PROPERTY IS LOCATED NORTH OF PROCTER STREET
AND WEST OF STILWELL BOULEVARD)

THE PLANNING AND ZONING COMMISSION
WHEREAS, the City Council of the City of Port Arthur, Texas, is considering a zoning map
amendment for approximately 27.80 acres of land, more particularly described and depicted in Exhibit
"A"; and,
WHEREAS, in accordance with Chapter 211 of the Texas Local Government Code, a public
hearing is required prior to the adoption of any zoning change, and proper notice of such hearing must
be published in the City's official newspaper at least fifteen (15) days prior to the date of the hearing;
and,
WHEREAS, the Planning and Zoning Commission will conduct a public hearing regarding the
proposed zoning map amendment on August 17, 2026, at 5:30 p.m. in the City Council Chambers,
located on the Fifth Floor of City Hall at 444 4th Street, Port Arthur, Texas, with the option for
participation via telephonic or videoconference means, in accordance with applicable law; and,
WHEREAS, following the Planning and Zoning Commission's consideration and
recommendation,the City Council will hold a public hearing on September 8, 2026, at 10:00 a.m. in the
City Council Chambers, Fifth Floor, City Hall, 444 4th Street, Port Arthur, Texas, or via telephonic or
videoconference, to receive public comment and consider action on the proposed granting of a zoning
map amendment affecting the 27.80 acres of land described in Exhibit"A".
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR, TEXAS:

THAT the facts and opinions in the preamble are true and correct.
THAT the Planning and Zoning Commission shall hold a public hearing for this
on August 17, 2026 at 5:30 p.m. in the City Council Chambers, Fifth Floor, City Hall, 444 4th Street,
Port Arthur, Texas, or by telephonic and videoconference.
THAT the City Council shall hold a public hearing to consider a zoning map amendment for
27.80 acres of land being out of the City of Port Arthur, Jefferson County, Texas, delineated in Exhibit
"A" on September 8, 2026, at 10:00 a.m. in the City Council Chambers, Fifth Floor, City Hall, 444 4th
Street, Port Arthur, Texas, or by telephonic and videoconference.
THAT notice of the public hearing shall be published at least fifteen days prior in the City's official
newspaper before going to the City Council.
THAT a copy of the caption of this Resolution is spread upon the Minutes of the City Council.
READ, ADOPTED, AND APPROVED this day of August, A.D. 2026, at a Regular
Meeting of the City Council of the City of Port Arthur, Texas, by the following vote:
