From: Robert L. Havens, Fire Chie RE: PR 25081 -Authorization from the City Council to apply for the Motiva First Responders Grant. Introduction: The purpose of this memorandum is to request City Council authorization for the City Manager to permit the Port Arthur Fire Department to apply for the Motiva's First Responder Grant. Background: The Motiva First Responders Grant Program was developed to assist emergency response organizations in communities that host Motiva facilities. Through this program, eligible organizations can apply for funding up to $10,000 to support the purchase of safety equipment, professional training, or safety education programs. Budget Impact: The Motiva First Responder Grant does not require a cash match, making it an attractive opportunity for the City to obtain resources without financial impact to the municipal budget. Recommendation: It is recommended that the City Council adopts the attached resolution authorizing the City Manager to allow the Port Arthur Fire Department to apply for the 2026 Motiva First Responders Grant. A RESOLUTION AUTHORIZING THE CITY OF PORT ARTHUR FIRE DEPARTMENT TO APPLY FOR THE 2026 MOTIVA FIRST RESPONDERS GRANT WITH NO CASH MATCH REQUIREMENT. WHEREAS, the 2026 Motiva First Responders Grant Program was developed to assist emergency response organizations and communities that host Motiva facilities, as detailed in Exhibit"A"; and WHEREAS, through this program, eligible organizations can apply for funding of up to $10,000 to support the purchases of safety equipment, professional training, or safety education programs; and WHEREAS, applications for the 2026 Motiva First Responders Grant Program opened Saturday, August 1, 2026, and shall be accepted until September 30, 2026, and is due by Wednesday, September 30th, 2026; and WHEREAS, the 2026 Motiva First Responders Grant does not require a cash match from recipients, making it an opportunity for the city to obtain resources without a financial impact on the City's budget. NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,TEXAS: SECTION 1. That the facts and opinions set forth in the preamble of this resolution are found to be true and correct. SECTION 2.That the City Council hereby authorizes the City Manager to allow the Port Arthur Fire Department to apply for the Motiva First Responders Grant. SECTION 3.That a copy of the caption of this resolution shall be spread upon the minutes of the City Council.
