ceremonial dedication of the Port Arthur Business Park located on Spur 93 to "Floyd
Batiste — Port Arthur Busniess Park" in honor of the former Port Arthur Economic
Development Corporation Chief Executive Officer, Floyd J. Batiste
The intent of this Agenda Item is to seek the City Council's approval for authorizing the Port Arthur
Economic Development Corporation to ceremonially dedicate the Port Arthur Business Park located
on Spur 93 to"Floyd Batiste— Port Arthur Business Park."
Background:
The Port Arthur Economic Development Corporation (PAEDC) seeks to dedicate the Port Arthur
Business Park located on Spur 93 in honor of former Port Arthur Economic Development
Corporation Chief Executive Officer Floyd J. Batiste who served the PAEDC with distinction
for 17 years. During Mr. Batiste tenure he successfully completed more than forty-five
economic development projects that generated over$150 million in capital investment and created
more than 1,600 jobs within the City of Port Arthur.

Recommendation:
It is recommended that the City Council approve the ceremonial dedication of the Port Arthur Business
Park to"Floyd Batiste— Port Arthur Business Park.'

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CEREMONIAL
DEDICATION OF THE PORT ARTHUR BUSINESS PARK
LOCATED ON SPUR 93 TO FLOYD BATISTE IN HONOR OF
FORMER PORT ARTHUR ECONOMIC DEVELOPMENT
CORPORATION CHIEF EXECUTIVE OFFICER FLOYD J.
BATISTE
WHEREAS,Floyd J.Batiste served with distinction as Chief Executive Officer of the Port
Arthur Economic Development Corporation from November 2005 through August 2021; and
WHEREAS, during his tenure, Mr. Batiste provided exceptional leadership, vision, and
guidance, fostering collaboration among public, private, and community stakeholders and
contributing to the successful completion of more than forty-five economic development projects
that generated over$150 million in capital investment and created more than 1,600 jobs within the
City of Port Arthur; and
WHEREAS, Mr. Batiste was a steadfast advocate for economic and workforce
development, and his commitment, expertise, and dedication have left a lasting impact on the Port
Arthur Economic Development Corporation and the citizens of Port Arthur; and
WHEREAS, at its special meeting held on July 20, 2026, the Port Arthur Economic
Development Corporation Board of Directors voted to ceremonially dedicate the Port Arthur
Business Park, located on Spur 93 and owned and operated by the Port Arthur Economic
Development Corporation, in honor of Floyd J. Batiste and his contributions to economic and
workforce development in the City of Port Arthur; and
WHEREAS, the Port Arthur Economic Development Corporation Board of Directors
unanimously approved the ceremonial dedication of the Port Arthur Business Park located on Spur
93, to the "Floyd Batiste—Port Arthur Business Park" on July 20, 2026;
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council approve the dedication of the Port Arthur Business Park
located on Spur 93 to the "Floyd Batiste - Port Arthur Business Park."
Section 3. That a copy of the caption of this Resolution shall be spread upon the Minutes
of the City Council.
