No. 25084 — Negotiate a Contract with Land Collective, LLC. for the Development of a Master Plan for Pleasure Island. Introduction: The intent of this Agenda Item is to request the City Council's approval of P.R. No. 25084, authorizing the City Manager to negotiate a contract with Land Collective,LLC.of Philadelphia, Pennsylvania, for the Development of a Master Plan for Pleasure Island. Background: The City of Port Arthur recognizes the need for a comprehensive planning document to establish a coordinated vision for Pleasure Island's future. The Master Plan is intended to provide a framework for short-term and long-term decisions concerning development, redevelopment, recreational opportunities, public amenities, investment priorities, and the overall use and enhancement of Pleasure Island. The planning process is intended to incorporate community input, sound planning principles, industry best practices, and applicable recreation and development standards,while recognizing the unique characteristics, opportunities, and constraints associated with Pleasure Island. The City's Purchasing Division solicited qualifications for professional services associated with the development and implementation of the Master Plan. The solicitation was advertised on January 14,2026,and January 21,2026. Seven(7)proposals were received and publicly opened on February 4, 2026. A committee comprised of City staff subsequently reviewed and evaluated the proposals in accordance with the established evaluation criteria. Following the evaluation process, Land Collective, LLC was ranked as the highest and most qualified respondent. The evaluation and ranking are reflected in Exhibit"A"to the proposed Resolution. Budget Impact: The contract amount has not yet been established and will be determined through the negotiation process. Accordingly, P.R. No. 25084 does not authorize a specific expenditure or establish a maximum contract amount. A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE A PROFESSIONAL SERVICES CONTRACT WITH LAND COLLECTIVE, LLC, OF PHILADELPHIA, PENNSYLVANIA, FOR THE DEVELOPMENT AND IMPLEMENTATION OF A COMPREHENSIVE MASTER PLAN FOR PLEASURE ISLAND; PROVIDING FOR FINAL CITY COUNCIL APPROVAL OF THE NEGOTIATED CONTRACT WHEREAS, the City of Port Arthur, Texas (the "City"), recognizes the importance of establishing a comprehensive and cohesive vision for the future of Pleasure Island to guide the City's short-term and long-term planning, investment, redevelopment, recreational opportunities, public amenities, and development decisions; and WHEREAS, the City desires to develop a comprehensive Master Plan for Pleasure Island that incorporates community input, sound planning principles, industry best practices, applicable recreation and development standards, and the unique characteristics and opportunities presented by Pleasure Island; and WHEREAS, the Purchasing Division solicited qualifications for professional services related to the development and implementation of a Master Plan for Pleasure Island, with notice of the solicitation being properly advertised on January 14, 2026, and January 21, 2026, attached hereto as Exhibit"A"; and WHEREAS, seven (7) proposals were received and publicly opened on February 4, 2026, as more particularly reflected in Exhibit"B,"; and WHEREAS, a committee comprised of City staff reviewed, evaluated, and ranked the submitted proposals in accordance with the established evaluation criteria; and WHEREAS, following the evaluation process, Land Collective, LLC, of Philadelphia, Pennsylvania, was determined to be the highest-ranked and most qualified respondent to provide the professional services necessary for the development and implementation of the Pleasure Island Master Plan, as more particularly reflected in Exhibit"A,"; and WHEREAS, the City Council finds that authorizing the City Manager to negotiate a professional services contract with Land Collective, LLC, is in the best interest of the City and P. R. #25084 8/10/26 GD-tnr will advance the City's efforts to establish a comprehensive, coordinated, and sustainable vision for the future of Pleasure Island; and WHEREAS, the final scope of services, terms, conditions, and compensation for the professional services will be established through negotiations between the City and Land Collective, LLC, and any resulting contract shall be subject to final approval by the City Council; and WHEREAS, no final contract amount is established by this Resolution, and any expenditure pursuant to a negotiated contract shall be subject to the availability and appropriation of funds. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,TEXAS: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. The City Manager is hereby authorized and directed, on behalf of the City of Port Arthur, to negotiate with Land Collective, LLC, of Philadelphia, Pennsylvania, for a professional services contract for the development and implementation of a comprehensive Master Plan for Pleasure Island, consistent with the solicitation, evaluation process, and applicable procurement requirements. Section 3. Authorization to negotiate granted by this Resolution shall not constitute final approval or execution of a contract with Land Collective, LLC. The final negotiated contract shall be presented to the City Council for final approval prior to execution and shall be subject to the availability and appropriation of funds. Section 4. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council. P.
