RE: PR 25091 —Miscellaneous Waterlines Project- Procter and 6th St Closeout
Introduction:
The intent of this Agenda Item is to seek the City Council's approval to accept the completion
documents to close out the Miscellaneous Waterlines Project—Procter and 6th St. No retainage
was taken for this project.
Background:
Resolution No. 26-180 approved the contract with Global Drilling, Inc. of Winnie, Texas for
the Miscellaneous Waterlines Project—Procter and 6th St for the removal and replacement of
existing deteriorated 6-inch waterlines, installation of 12-inch and 6-inch gate valves, and
rehabilitation of associated service connections.
Global Drilling, Inc. has submitted the closeout documents and City Staff confirmed the project
has been completed. All the required documents for the project completion are attached.
Budget Impact:
The contract amount was $90,500.00. There is no budgetary impact and no release of retainage.
Recommendation:
It is recommended that the City Council adopt Proposed Resolution No. 25091, authorizing the
City Manager to accept the project completion as discussed/outlined above.

A RESOLUTION TO ACCEPT THE PROJECT
COMPLETION DOCUMENTS FOR THE
MISCELLANEOUS WATERLINES PROJECT ON
PROCTER STREET AND 6TH STREET WITH GLOBAL
DRILLING, INC. OF WINNIE, TEXAS; NO RETAINAGE
WAS TAKEN FOR THIS PROJECT.
WHEREAS,pursuant to Resolution No. 26-180,the Miscellaneous Waterlines Project on
Procter Street and 6th Street was awarded to Global Drilling Inc. of Winnie, Texas, with a total
budgetary amount of$90,500.00; and,
WHEREAS, the project scope of work consisted of the removal and replacement of
existing deteriorated 6-inch waterlines, installation of 12-inch and 6-inch gate valves, and
rehabilitation of associated service connections; and,
WHEREAS, Global Drilling, Inc. has submitted the closeout documents which were
verified by City Staff, stating that to the best of their knowledge, the Miscellaneous Waterlines
Project on Procter Street and 6th Street has been completed in general accordance with the City
standards including Certificate of Substantial Completion(Exhibit"A"), Engineer's Certificate of
Completion (Exhibit "B"), Contractor's Affidavit (Exhibit "C"), Contractor's Certificate of
Warranty and Guarantee (Exhibit "D"), Contractor's Certificate and Release (Exhibit "E"), and
project photographs (Exhibit"F"); and,
WHEREAS, no retainage was taken for this project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR, TEXAS:
THAT,the facts and opinions in the preamble are true and correct; and,

THAT, the City Manager is hereby authorized to accept the closeout documents of the
Miscellaneous Waterlines Project on Procter Street and 6th Street, including Certificate of
Substantial Completion (Exhibit "A"), Engineer's Certificate of Completion (Exhibit "B"),
Contractor's Affidavit(Exhibit"C"), Contractor's Certificate of Warranty and Guarantee(Exhibit
"D"), Contractor's Certificate and Release (Exhibit "E"), and project photographs (Exhibit "F");
and,
THAT, the City Manager is hereby authorized to execute on behalf of the City of Port
Arthur a Certificate of Acceptance (Exhibit "G") for the completion of the Miscellaneous
Waterlines Project on Procter Street and 6th Street; and,
THAT, a copy of the caption of this Resolution be spread upon the minutes of the City
Council.

1.) The stage of construction where, in the opinion of the City of Port Arthur,all items of the work necessary
to enable the assets to be utilized without restrictions for the purpose for which the asset was constructed
have been completed; and
2.) All pay items are complete and all necessary testing as required by the Laws and Regulations and/or
Contract Documents have all been completed.
Punch List
All list of items to be completed or corrected, prepared by the CONTRACTOR and verified and amended by the
ENGINEER, is attached hereto. The failure to include any items on such list does not alter the responsibility of
the CONTRACTOR to complete all work in accordance with the contract documents. The CONTRACTOR shall
complete or correct the work on the list of items attached hereto within in 60 days from the above date of
substantial completion. The responsibilities shall be as set out in the Contract Documents or on the attached
hereto. If not specified in and an attachment or in the Contract Documents the CONTRACTOR is responsible for
maintenance, utilities and insurance.
