Funding available in the Capital Streets Account No. 307-21-053-8517-00-10-000. Project Nos. ST5081, ST5082, & ST5085. Introduction: The intent of this agenda item is to seek the Port Arthur City Council Member's approval for the City Manager to execute an agreement with PaveCon, Ltd. (PaveCon), of Houston, Texas, for the Street Rehabilitation Program (District Four): 26th Street (Memorial Blvd to 5th Avenue), 60th Street (Hazel Avenue to Jade Avenue), and Florida Avenue (29th Street to 25th Street), for the amount of $3,828,985.22. Funding is available in the Capital Streets Account No. 307-21-053-8517-00-10-000. Project Nos. ST5081, ST5082, & ST5085. Background: The Engineering Department, along with the City Council Members, assembled a list of streets for repair and/or reconstruction as part of an overall street improvement plan.Various streets from Council District Four were listed and subsequently selected for rehabilitation. Planning and design of the various streets in District Four was done in-house under the direct supervision of Golden Triangle Consulting Engineers of Beaumont,Texas, which also sealed the drawings. The City provided PaveCon, previously identified as a qualified contractor through the BuyBoard Cooperative Purchasing Program, with a bid table, project layout, and the City of Port Arthur's applicable standards and specifications for the purpose of obtaining a cost proposal for the rehabilitation of various streets in District Four which included 26th Street(Memorial Blvd to 5th Avenue), 60th Street (Hazel Avenue to Jade Avenue), Florida Avenue(29th Street to 25th Street), 61 st Street(Jade Avenue to Garnet Avenue), 61 st Street (Garnet Avenue to Canal Street), and 8th Street (25th Street to 28th Street). Due to funding, the Engineering staff chose 26th Street(Memorial Blvd to 5th Avenue),60th Street(Hazel "Remember,we are here to serve the Citizens of Port Arthur" 444 4th Street X Port Arthur,Texas 77641-1089 X 409.983.8182 X FAX 409.983.8294 Avenue to Jade Avenue),and Florida Avenue(29th Street to 25th Street),with the highest street condition value within the allocated budget for FY2O26. Staff from the Utilities and Engineering Departments reviewed the cost proposal of $3,828,985.22 submitted by PaveCon, and determined that the proposed pricing is competitive with similar projects recently bid. Chapter 271 Subchapter D, of the Texas Local Government Code authorizes municipalities to participate in cooperative purchasing programs through a resolution adopted by their governing bodies, including programs such as (BuyBoard), as an alternative to the formal bidding process. Budget Impact: Funds are available in Capital Streets Account No. 307-21-053-8517-00-10-000.Project Nos. ST5O81, ST5O82, & ST5O85. Recommendation: It is recommended that the City of Port Arthur's City Council Members approve PR No. 25008 authorizing the City Manager to execute an agreement with PaveCon, Ltd., of Houston, Texas, for the Street Rehabilitation Program (District Four): 26th Street (Memorial Blvd to 5th Avenue), 6Oth Street (Hazel Avenue to Jade Avenue), and Florida Avenue (29th Street to 25th Street), for the amount of $3,828,985.22 with a time of completion of two hundred-sixty(260) calendar days.Funding is available in the Capital Streets Account No. 307-21-053-8517-00-10-000.
