Memorandum
City of Port Arthur, Texas
Robert A. "Bob"Bowers Civic Center
To: The Honorable Mayor and City Council
Through: Ron Burton, City Manager
From: Adam J Saunders, Civic Center Dir
RE: Proposed Resolution No. 25135
REQUEST:
The City Council is requested to authorize the City Manager to enter into a Professional Services
Agreement with LaBiche Architectural Group, Inc. of Beaumont, Texas, for the development of
professional plans for Phase V repairs to the Pompeiian Villa, including roof replacement and
other exterior repairs, submission of the plans to the Texas Historical Commission("THC"), and
coordination with the THC through the review and approval process.
ANALYSIS/CONSIDERATION:
The Pompeiian Villa is a historic and cultural landmark in the City of Port Arthur that has
undergone restoration and repair work through several phases, including Phases I, II, III, and IV.
Although substantial restoration work has been completed, additional repairs and maintenance
remain necessary to preserve the building. The proposed Phase V work will focus primarily on
roof replacement and other exterior repairs.
Because the Pompeiian Villa is a historic property, the proposed repair work must be
appropriately planned and coordinated with the Texas Historical Commission. Professional plans
and supporting documentation are necessary for submission to the THC for review and approval
before the proposed repairs can proceed.
LaBiche Architectural Group, Inc. has previously performed architectural work involving the
Pompeiian Villa and is familiar with the building and its historical characteristics. The firm also
has experience preparing plans and documentation for historic preservation projects and
coordinating with the Texas Historical Commission.
RECOMMENDATION
The City Manager recommends that the City Council authorize the City Manager to enter into a
Professional Services Agreement with LaBiche Architectural Group, Inc. of Beaumont, Texas,
for the development of professional plans for Phase V repairs to the Pompeiian Villa, submission
of the plans to the Texas Historical Commission, and coordination with the Commission for
review and approval, in an amount not to exceed $41,800.00, including reimbursable expenses.
BUDGETARY AND FISCAL EFFECT
Funds in the amount of $40,800.00, plus reimbursable expenses not to exceed $1,000.00. The
