RE: P.R. NO. 25159 — Amendment of 2025 CDBG Nonprofit Subrecipient
Contracts and Reallocation of $30,000 Declined by Catholic Charities —
Hospitality Center
Introduction:
This agenda item seeks the City Council's approval of Proposed Resolution No.
25159, authorizing the City Manager to execute Contract Amendment No. 1 and related
documents between the City of Port Arthur and nine (9) eligible nonprofit Community
Development Block Grant (CDBG) subrecipients. The amendments will reallocate the
$30,000.00 in 2025 CDBG public service funding that was declined by Catholic
Charities — Hospitality Center among the remaining eligible 2025 nonprofit recipients.
Background:
The City of Port Arthur receives an annual CDBG entitlement allocation from the U.S.
Department of Housing and Urban Development (HUD). For Program Year 2025, the
City Council approved CDBG funding allocations totaling $1,006,776.00, including
$30,000.00 for Catholic Charities — Hospitality Center.
Catholic Charities subsequently declined its $30,000.00 allocation due to a new
verification system implemented by HUD. Because the funds remain part of the City's
2025 CDBG program, the declined allocation must be redirected to another eligible
CDBG activity or activities and incorporated into the City's program in accordance with
applicable CDBG requirements.

In prior staff communications, the City Council was advised that the funds could be
redirected to other eligible CDBG activities, including City-administered housing-related
activities. If Council elected to retain the funds within the nonprofit public service
allocation, staff recommended distributing the funds as evenly as practicable among
the nine organizations that applied for and received 2025 CDBG assistance. On
September 8, 2026, the City Council approved the equitable reallocation of$30,000.00
among the nine nonprofit recipients.
Proposed Reallocation:
Proposed Resolution No. 25159 implements the Council's direction by amending the
nine existing subrecipient contracts. Each organization will receive approximately
$3,333.33 in additional CDBG funding. Because $30,000.00 cannot be divided equally
among nine recipients to the cent, three recipients receive an additional one-cent
adjustment so that the total reallocation equals exactly $30,000.00.
Organization Original Additional Amended
Budget Allocation Budget
Legacy Community Development
Corporation $11,500.00 $3,333.33 $14,833.33
Nutrition and Services for Seniors $20,250.00 $3,333.34 $23,583.34
Willie Carter Outreach Center $11,500.00 $3,333.33 $14,833.33
Julie Rogers "Gift of Life" $6,500.00 $3,333.33 $9,833.33
Lion Hearted Boxing Academy $3,500.00 $3,333.34 $6,833.34
Court Appointed Special Advocates $14,000.00 $3,333.34 $17,333.34
Community Retirement Home $3,500.00 $3,333.33 $6,833.33
Port Cities Rescue Mission $12,526.00 $3,333.33 $15,859.33
Foster A Friend Foundation $1,500.00 $3,333.33 $4,833.33
TOTAL $84,776.00 $30,000.00 $114,776.00
Budget Impact:
Approval of the proposed resolution does not increase the City's 2025 CDBG
entitlement allocation or require an additional General Fund appropriation. The action
reallocates $30,000.00 in previously approved 2025 CDBG funding that was declined
by Catholic Charities— Hospitality Center. The combined budgets of the nine amended
nonprofit subrecipient contracts will increase from $84,776.00 to $114,776.00.
Recommendation:
It is recommended that the City Council approve Proposed Resolution No. 25159,
authorizing the City Manager to execute Contract Amendment No. 1 and all related
documents necessary to implement the City Council's September 8, 2026, direction to
equitably reallocate the $30,000.00 declined by Catholic Charities — Hospitality Center
among the nine eligible 2025 CDBG nonprofit subrecipients.
