A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT THE DONATION OF A VACANT LOT IDENTIFIED AS PARCEL ID NO. 101671, LEGALLY DESCRIBED AS LOT 5 BLOCK 10 SHORTLINE TERRACE, A SUBDIVISION IN JEFFERSON COUNTY, TEXAS, LOCATED ON HICKORY STREET BETWEEN RAY AVENUE AND 58TH STREET IN PORT ARTHUR, TEXAS,FROM PROVIDENCE CHURCH OF SOUTHEAST TEXAS. WHEREAS,Providence Church of Southeast Texas("Providence Church")owns a vacant lot legally described as Lot 5,Block 10,Shoreline Terrace Addition,located on Hickory Street between Ray Avenue and 58th Street in Port Arthur, Texas, as depicted in Exhibit"A"; and WHEREAS, Providence Church has no current or anticipated future use for the vacant tract and desires to donate the property to the City; and WHEREAS, as part of the City's due diligence, the City obtained a title and lien report for the property,which reflects that no unreleased liens were found of record as delineated in Exhibit"B"; and WHEREAS,the City Council finds that accepting the donation of the property is in the public interest and will allow the City to hold and use the property for future public purposes benefiting the residents of Port Arthur. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR,TEXAS: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Council hereby authorizes the City Manager to accept the vacant lot donation from Providence Church of Southeast Texas identified as Parcel ID No. 101671 and legally described as Lot 5, Block 10, Shortline Terrace, a subdivision in Port Arthur, Jefferson County, Texas, in substantially the same form as attached as Exhibit"C". Section3. That the transfer of this property donation will be facilitated via the services of a title company and the City Manager is authorized to execute the necessary documents to complete the transfer of ownership. Section 4. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council. Box 1089 Port Arthur, Texas 77641-1089 Mr.Iran = I am happy to inform you that the congregation of Providence Church of Southeast Texas voted to donate Lot 5, Block 10 Shoreline Terrace to the City of Port Arthur.During a called Congregational Meeting on August 30, 2026, the motion was unanimously approved as the property is determined to not be suitable for church use. We have attached an excerpt from the minutes of the meeting for your records. Pastor Mary noted all required announcements & notices had been given as required by the current Constitution & By Laws of the Church. Pastor Mary then introduced Leadership Team representative Nancy Currie, to present the information. Ms. Currie explained that the lot had been inherited by the church over 30 years ago & LT felt it had no value to the church. Because the lot has never been used for church purposes, although minimal property taxes are paid annually, the Leadership Team sees it as an administrative burden with no known future use to the church. It was also noted that the street that was planned for the original addition, that would have given access to the property, never materialized and therefore no access is available to the lot without crossing property owned by others. Pastor Mary declared a quorum was in attendance & asked for questions, comments & concerns. After all comments were heard & questions were answered & concerns addressed, Pastor Mary called for a vote. The motion PASSED unanimously. With no further business the meerting was adjourned at 11:21 AM.
