MEETING OF THE BOARD OF DIRECTORS OF THE DOWNTOWN TAX
INCREMENT REINVESTMENT ZONE TIRZ #1 IN PORT ARTHUR, TEXAS
Notice is hereby given that the Board of Directors of the Downtown TIRZ #1 will hold a
meeting in Port Arthur,Texas on Thursday,September 24,2026,at 2:00 p.m.,at Port Arthur
City Hall,5t'Floor Council Chambers,444 4tn Street,Port Arthur,Texas 77640.The Meeting
will also be held By Telephonic and Videoconference, In Addition To Allowing In Person
Attendance. A Quorum Of The TIRZ Board Will Be Physically Present In The City Council
Chambers, Fifth Floor, City Hall, 444 Fourth Street, Port Arthur, Texas. The Public May
Participate In The Meeting In Person Or By Dialing One Of The Following Toll-Free

This meeting is open to the public to discuss and adopt such orders, resolutions or motions
and take direct or indirect actions as may be necessary, convenient, or desirable with respect to the
following matters:

1. Invocation and Pledge of Allegiance.
2. Establishment of quorum and call to order.
3. Recognition and memorialization of the passing of Joseph Johnson, in acknowledgment of
his service and contributions to the Downtown Tax Increment Reinvestment Zone
(TIRZ #1) Board.
4. Approval of Minutes from the previous Downtown Tax Reinvestment Zone (TIRZ #1)
Board Meeting held on Thursday, August 27, 2026, at 2:30 p.m.
5. Discussion and possible action to approve invoices associated with the purchase of uniform
shirts featuring the new TIRZ #1 logo and professional headshot photography services for
Downtown Tax Increment Reinvestment Zone (TIRZ#1) Board Members.
6. Report from the Finance Department regarding the Downtown Tax Increment
Reinvestment Zone (TIRZ #1) financial budget.
7. Presentation and discussion regarding the condition, quantity, and location of fire hydrants
within the Downtown Tax Increment Reinvestment Zone (TIRZ #1), presented by the
Water Department.
8. Discussion and possible presentation regarding a proposed mural to be commissioned by
Lamar State College, Port Arthur, for the installation on City-owned property located at
901 Proctor Street, within the Downtown Tax Increment Reinvestment Zone (TIRZ#1)
9. Discussion and possible action to schedule the next Board Meeting.
