(:, r4 4t, nrt rthu�- 7i vn www.PortArthurTx.gov INTEROFFICE MEMORANDUM OFFICE OF THE CITY MANAGER Date: September 29,2026 To: The Honorable Mayor and City Council Through: Ron Burton,CPM,City Manager From: Dr.Albert Thigpen,Assistant City Manager-Administration •• Re: P.R.25192—A Resolution Appointing a Member to the Port Arthur Youth Advisory Council(YAC) COMMENT Recommendation: It is recommended the City Council of the City of Port Arthur adopt Proposed Resolution No. 25192 which authorizes the appointment of a member to the Port Arthur Youth Advisory Council(YAC) Background: The City of Port Arthur City Council established the Port Arthur Youth Advisory Council(YAC)pursuant to Ordinance 02-048 and 02-063, respectively. The Youth Advisory Council (YAC) is to serve as a conduit not only providing information and education to member peers and citizens regarding city operations and activities; but also providing City Council with information on youth viewpoints,concerns, and needs. The specific duties and responsibilities of Youth Advisory Council(YAC)members are delineated in Chapter 14 Boards, Authorities, Commissions and Committees, Article XXII Port Arthur Youth Advisory Council (YAC). Each City Council member is eligible to appoint three(3)members which are to be Port Arthur residents under the age of twenty- two(22),middle school,high school students or graduates. Budgetary: No budgetary impact is anticipated. Staffing/Employee Effect: No impact on staffing levels is anticipated. Summary: It is recommended the City Council of the City of Port Arthur adopt Proposed Resolution No. 25192 which authorizes the appointment of a member to the Port Arthur Youth Advisory Council(YAC). A RESOLUTION APPOINTING A MEMBER TO THE PORT ARTHUR YOUTH ADVISORY COUNCIL (YAC) (REQUESTED BY COUNCILMEMBER KINLAW WHEREAS, the Texas Municipal League convened the first Texas Youth Advisory Commission Summit in 2001;and, WHEREAS,the City Council of the City of Port Arthur, Texas, established the Port Arthur Youth Council pursuant to Ordinance No. 02-048; and, WHEREAS, the City Council of the City of Port Arthur, Texas, changed the name of the Port Arthur Youth Council to the Port Arthur Youth Advisory Council (YAC) pursuant to Ordinance No. 02- 063; and, WHEREAS, the City Council deems it reasonable and prudent to appoint members to the Port Arthur Youth Advisory Council (YAC) to execute the functions and duties delineated in Article XXII, Section 14-682 of the City of Port Arthur Code of Ordinances; and, WHEREAS, the names of the current Youth Advisory Council (YAC) appointees are as delineated in Attachment "A" hereto and the City Council desires to make the appointment as delineated in Attachment"B"hereto; and, WHEREAS, the name of Ms. Chaslyn Jones has been set forth and the City Council desires to appoint her to the Youth Advisory Council; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: Section 1. That,the facts and opinions in the preamble are true and correct. Section 2. That, the City Council considers the youth of Port Arthur to be a valuable, and key, resource for the current and future growth, leadership and development of the city. Section 3. That, the City Council hereby authorizes the appointment(s) of the individual(s) delineated in Attachment "B" hereto pursuant to terms delineated in Resolutions 15-115 and 23-570, respectively. Section 4. That, a copy of this Resolution be spread upon the minutes of the City Council.
