This also would allow local contractors to have an opportunity to compete 'for the work. Section 2-283 mas passed in May 2002; it allowed staff the flexibility to speed up the bidding process on demolition and other projects by requesting quotes to avoid a formal bidding process for residential structures. Most of our bids were under $25,000. We currently place a minimum of six structures for each group to keep the amount under the limit. We do on average up- to 50 structures per bidding process sometimes more. If we were to increase the size of our bid packages 50 structures in one group, we would exceed the $25,000 cap and thereby have to follow the formal bidding procedures and, increase the amount of time to award demolition contracts for residential structures and reduce the opportunity of local vendors.-This- would then slow up the process :because of the rules governing the formal bidding procedures. Currently what we have in place works well and has proven to be most effective in getting the structures bidded out in a timely manner. It also has worked well for our contractors as we continue to receive bids at what I believe to be very competitive prices. This procedure allows contactors to use less fuel and reduces travel and setup time; when moving from location to location. It also cleans up problem areas faster. , We generally bid out as .many a_s 50 to 60 structures at a time. In most instances our dependable contractors can demolish a regular size house in a day and a half. Our groups consist of 5 to six houses in each group. Depending on weather a contractor can complete a group in seven to nine days. We currently have about 5 reliable contractors who have been successful bidders over the past several years. As' a result of our bidding procedures one contractor can win as many as 3 to 4 groups or more. Our reliable contractors have been able to complete their groups within the allotted time. In preparing packages £or bids in this manner we do not have to have a formal bid process.. We have encouraged local contractors to take part and some have in the past. We have had mixed results from some of local vendors in the past. But we are hopeful new local contractors will get involved. _ 1
