NOTICE OF PUBLIC HEARINGS
N'otice is hereby given of a Public Heating of the City Council of Port Arthur, Texas to be
held pursuant to Chapter 43 of the Local Government Code in the City Council Chamber,
City Hall, Fifth Floor, 444 Fourth Street at 5:30 p.m. on Tuesday November 4, 2003 to
review plans for the proposed annexation of the properties of BASF, Chevron, U.S.A., Clark
Refining & Marketing, Equilon Enterprises, Huntsman Petrochemicals, Texaco, Onyx and Chemical
Waste Management which includes but is not limited to TRACT "I"--INCLUDING TEXACO,
EQUILON and CHEVRON LEASED TRACTS AND VICINITY; TRACT "2"~HEVRON
U.S.A., INC.; TRACT "3"--HUNTSMAN CORP., ETHEL CORP., EQUILON ENTERPRISES,
L.L.C. & VICINITY; TRACT "4"--BASF PROPERTY & VICINITY, and the 136 acre tract of
ONYX & CHEMICAL WASTE MANAGEMENT as well as to annex adjacent property. A second
Public Heating will be held on Tuesday, November 11, 2003 in the City Council Chamber, City Hail,
Fifth Floor, 444 Fourth Street at 9:00 a.m. (If more than 20 adult residents of the area file a written
protest of the annexation with the City Secretary within ten days after the date of publication of this
notice, the second heating shall be held in the territory proposed for annexation. The protest must
state the name, address, and age of each protester who signs.)
All persons interested will be given an opportunity to be heard at said hearings. A proposed service
plan will be made available for public inspection and explained to the inhabitants of the area at the
Public Hearings in compliance with Chapter 43 of the Local Government Code.
Precise drawings and descriptions of the proposed annexations will be presented at the Public
Heatings and can be examined in the Legal Department, City Hall, Port Arthur, Texas, and are
shown on the attached Exhibit "A".
