Contract Amendment for additional Social Service Block Grant
funding in the amount of $660,000
RECOMMENDATION:
It is recommended that the City Council approve Proposed Resolution No. 15705; Amendment
No. 1 to the Southeast Texas Regional Planning Commission (SETRPC) contract for
administration of Social Services Block Grant (SSBG) funding in the amount of $660,000 for
emergency disaster relief funds for Hurricane Ike.
BACKGROUND:
For Hurricane Ike relief, the City of Port Arthur has already been awarded a total of $513,309 for
two projects: 1) $309,250 for programs that will benefit At-Risk Youth as to assist juveniles and
their families involved with the juvenile justice system; and 2) $204,059 has been awarded for
employment programs of the PAEDC to assist individuals in securing employment and acquiring
learning/life skills to promote opportunities for employment. This contract amendment will
provide for an additional $660,000 to repair/renovate the health department facility for continued
expansion of health and social services.
STAFFING/EMPLOYEE EFFECT•
None.
BUDGETARY EFFECT:
The additional award of $660,000 will cover repair/renovation expenses for the first and second
floor of the, health department, bringing the City's total awazd for Hurricane Ike relief to
$1,173,309.
SUMMARY:
It is recommended that the City Council approve Proposed Resolution No. 15705, Amendment
No. 1 to the Southeast Texas Regional Planning Commission (SETRPC) contract. for
administration of Social Services Block Grant (SSBG) funding in the amount of $660,000 for
emergency disaster relief funds for Hurricane Ike.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE CONTRACT AMENDMENT NO. I WITH THE
SOUTH EAST TEXAS REGIONAL PLANNING
COMMISSION. (SETRPC) FOR THE SOCIAL SERVICES
BLOCK GRANT IN THE AMOUNT OF 5660,000 TO ALLOW
FOR REPAIRS/RENOVATION TO THE HEALTH
DEPARTMENT FACILITY
WHEREAS, the City of Port Arthur, was awarded $513,309 for continued activities
associated with recovery and/or expansion efforts as they relate to Hurricanes Ilse and Dolly from the
South East Texas Regional Planning Commission per Resolution No. 09-473 dated October 20, 2009
of which $309,250 is funding for programs that benefit At-Risk Youth and $204,059 is for
employment programs forthe PAEDC; and,
WHEREAS, Exhibit "D", Amendment No. 1 will increase this award by $660,000 to
provide for repairs/renovation to the Health Department facility located at 449 Austin Avenue with a
contract end date of June 10, 2010.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR, TEXAS:
Section 1. That the facts and in the preamble are true and correct.
Section 2. That the City Manager is hereby authorized to execute the contract
Amendment No. 1 with SETRPC for the Social Services Block Grant, as delineated in substantially
the same form as attached hereto as Exhibit "A"
Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of
the City Council.

By their signatures below, the parties to the above-referenced Contract hereby agree that
as of the Effective Date set forth below, the cost of the Services and Deliverables supplied by
Contractor to SETRPC during the term of the Contract will be increased by the sum of
$660,000.00 Health Department Buildine Repairs. All other terms and conditions of the
Contract shall remain in full force and effect.
IN WITNESS WHEREOF, the parties have caused this Amendment No. 1 to be signed
and delivered by their duly authorized representatives as of
2010 ("Effective Date").
