RECOMMENDATION
The Civic Center Department recommends the City Council's approval to the recommendation
made by the Civic Center Commission as it relates to the Alcohol Policy of the Robert A. "Bob"
Bowers Civic Center. The Civic Center Commission recommends the prohibition of alcohol at
events honoring minors.
.BACKGROUND
The Civic Center Department and the Port Arthur Police Department have noted the growing
problems with alcohol at events honoring a minor. This includes, but is not limited to, under age
drinking, gang problems, uninvited guest, etc. After reseazching alcohol policies at other Civic
Centers in Texas, it was determined many have the policy of not allowing alcohol at events
honoring a minor. The Civic Center Commission voted unanimously to this recommendation.
The Police Department supports this recommendation of the Civic Center Commission.

RESOLUTION' NO.
A RESOLUTION APPROVING THE RECObIMENDATIONS OF THE
CIVIC CENTER COMMISSION AS IT RELATES TO THE ALCOHOL
POLICY AT THE ROBERT A. "BOB" BOWERS CIVIC CENTER.
WHERAS, Section 14-115 of the Code of Ordinances allows the Civic Center
Commission to maintain a policy of operations; and
WHEREAS, the Bob Bowers Civic Center and the Port Arthur Police Department have
noted growing problems with the consumption of alcohol at events honoring minors; and
WHEREAS, the Civic Center Commission has approved and recommended prohibiting
alcohol at these events; and
WHEREAS, the Port Arthur Police Department supports this recommendation to avoid
minors in possession of alcohol; and
WHEREAS, the language, as it relates to alcohol at the Civic Center, presently
states the following:
"The Civic Center does not hold a liquor license. For non-ticketed events
(wedding receptions, banquets, reunions, etc.) alcohol can be brought in by
individuals. For ticketed events (concerts, consumer shows, etc.) and/or events
where alcohol is to be sold, the Civic Center reserves the sole right to control all
sales."
WHEREAS, it is deemed in the best interests of the citizens of Port Arthur to
approve the recommendations of the Civic Center Commission as it pertains to their
alcohol policy.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct;

Section 2. That, the City Council of the City of Port Arthur hereby approves the
recommendation made by the Civic Center Commission as it relates to alcohol at the Robert A.
"Bob" Bowers Civic Center.
Section 3. That, the City Council deems it is in the best interest of the citizens to
allow the following language, as it relates to the consumption of alcohol at the Robert A. "Bob"
Civic Center, be added to the policy of operations of the Civic Center, as follows:
"The Civic Center does not hold a liquor license. For non-ticketed events
(wedding receptions, banquets, reunions; .etc:), alcohol can be brought in by
individuals. For ticketed events (concerts, consumei shows, etc.) and/or events
where alcohol is to be sold, the Civic Center reserves the sole right to control all
sales. Alcohol is prohibited at any party or event given in honor of a minor."
Section 4. That, a copy of the caption of this Resolution be spread upon the Minutes
of the City Council.

2010, A.D., at a Regular Meeting of the City Council of the City of Port Arthur, Texas by the
