ELECTRONIC VOTING SERVICESCity of Port Arthur, Texas Mayor and City Council Communication DATE: SUBJECT: PAG E 2/5/201 O Hart Intercivic Services Contract for 1 of 1 Electronic Voting Equipment's Logic and Accuracy Testing, Poll Worker Training and Election Day Support RECOMMENDATION: The City Secretary's Office recommends that-the City Council authorize Hart Intercivic to provide electronic voting services for the Logic and Accuracy Tests, Two (2) Days of Poll Worker Training and Election Day Support for the upcoming General Election to be held May 8, 201 O in the total amount of $8,100. LAT Support Et Predefinition $1,200 Poll Worker Training (2 Days) 2,400 Election Day Support. 4,500 Total Price $8,100 BACKGROUND: During 2009, the City of Port Arthur purchased its own electronic voting equipment from Hart Intercivic. Texas- Election Code requires. that Logic and Accuracy Testing be performed before the Early Voting Period and Election Day for each election held in the State of Texas. Poll Worker Training for our Election Officials is conducted d i t ur ng a wo- day span covering Early Voting and Election Day procedures. Election Day Support is required to assist during election day activities and preparing election results from the early voting period and election day results. The City Secretary's Office recommends that an independent party conduct the tallying of election results. To maintain uniformity with the City's electronic voting equipment purchase, this purchase for services is based on a sole source provider. This procurement is exempt from the bid process under Texas Local Government Code Section 252.022, General Exemptions (7A), a procurement of items that are auai/ab/e from on/y one source, inc/uding items that are avai/able from one source because of patents, copyrights, secret processes, or natural monopolies. BUDGET/FISCAL IMPACT:. Funding is available in the. City Secretary/Elections, Professional Services Account Number 001-1013-513.54-00.
