Re: P O 6067 - An Appropriation Ordinance Amending the Budget for Fiscal Year 2010
This budget amendment provides for the $500,000 to cover the cost of street improvements as
requested by City Council (we anticipate and additional $500,000 for street improvements to be
reallocated from cuiTent CDBG funds at our next regular Council meeting); and $38,000 for
unbudgeted state system fees in the Water Fund.
It also provides for $16,000 to General Fund Administration and $16,000 to the Hotel Occupancy Tax
Fund to cover % year of the City's share of the Phillips Production agreement (PR 15737), $14,000 to
fund extra help in the purchasing division, $28,000 to fund the Grants Program Administrator in
Finance, and $27;000 to fund a Housing Inspector 1 for the remainder of the fiscal year in the One
block At a Time Division.
$28,000 in the Finance Department is needed to fund the time'the Grants Program Administrator
spends working on grants that do not pay for administration.

ORDINANCE NO.
AN APPROPRIATION ORDINANCE. AMENDING
THE BUDGET FOR THE FISCAL YEAR
BEGINNING OCTOBER 1, 2009 AND ENDING
SEPTEMBER 30, 2010
WHEREAS, in accordance with Article XII, Section 9, of the City Charter, the City Council
may make emergency appropriations from time to time; and
WHEREAS, the City Council may make budget amendments for emergencies under Section
102.009 and for Municipal purposes under Section 102.010 Local Government Code.
WHEREAS, on September 22, 2009, the City Council approved and adopted Ordinance 09-68
which appropriated the 2009-2010 budget; and
WHEREAS, on November 3, 2009, the City Council approved and adopted Ordinance 09-80
amending ordinance 09-68; and
WHEREAS, on December 1, 2009, the City Council approved and adopted Ordinance 09-85
amending ordinance 09-68.
WHEREAS, on December 15, 2009, the City Council approved and adopted ordinance 09-86
amending ordinance 09-68.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR
Section l . That the facts and opinions in the preamble are true and correct.
Section 2. That the General Fund budget is increased $500,000 to fund the Street program,
$16,000 to Fund 'h year of the City's share of the Phillips Production Agreement, $42,000 for
personnel in the Finance Department and $27,000 for personnel in One Block At A Time.
Section 3. That Section 2 of the Budget Ordinance 09-68 be amended to read:
That there be and is hereby appropriated the sum Fifty Five Million, Nine Hundred Fifty Nine
Thousand, Nine Hundred Sixty Three Dollars ($55,959,963). to the General Fund for the payment of
the Operating Expenses, and necessary capital outlay for the City government for the following
departments and uses:

City Secretary
City Attorney
Finance
Human Resources
One Block at a Time
Grants Management
Planning
Community Services
Civic Center
Parks and Recreation
Library
Police
Fire
Health

Section 4. That the Water and Sewer Fund Budget is increased by $38,000 to fund State
System Fees.
Section 5. 'T'hat Section 4 of the budget Ordinance 09-68 be amended to read:
That there Ue and is hereby appropriated that sum of Eighteen Million, Ninety Seven Thousand,
Forty Five Dollars ($18,097,045) to the Water and Sewer Fund for the payment of the Operating
Expenses, and necessary Capita] Outlay for the Water and Sewer Department.
Section 6. That the Hotel Occupancy Tax Fund. Budget is increased by $16,000 to fund
year of the City's share of the Phillips Production agreement.
Section 7. That Section 13 of the Budget Ordinance 09-68 be amended to read:
That there be and is hereby appropriated the sum of Nine Hundred, Twenty Nine Thousand,
One Hundred, Thirty Six Dollars ($929,136) to the Hotel Occupancy Tax fund for the payment of
eligible expenses.
Section 8. That a copy of the caption of this Ordinance be spread upon the minutes of the
City Council.
Section 9. That this Ordinance shall be effective immediately.
