BACKGROUND:
'The City Council is being asked to consider a 5.553 acre tract for an RV (recreational
vehicle) park, Block 4, Ridgeway Addition. The proposed RV Park is located at the
intersection of 25th Street and 9th Avenue (formerly Weingarten Grocery). The City's RV
Ordinance allows for RV Parks with special conditions to include adequate lavatories,
showers, parking, and ease of ingress/Egress to include proper fire protection and a
minimum of five acres for all new RV parks.
'The zoning is "LC" (Light Commercial) that allows for all use. The number of parking
spaces and mandatory open space shall be observed in conformance with Texas
Accessibility Standards (TAS) for the commercial segment.
RECOMMENDATION:
The Planning and Zoning Commission accepted the preliminary site plan on February
15, 2010; however, the commission suggested stipulations should include restrictions
~rgainst residents performing vehicle repairs on the property. The Planning Staff has
reservations about this site, although it: meets all the City's requirements for an RV
Park; this location is a busy one with a cemetery across 25th Street and a railroad track
located along the southern park boundary. Nevertheless, the Engineering and Public
Works Departments do not foresee any difficulties with traffic circulation.

None
STAFFING/EMPLOYEE EFFECT:
None
SUMMARY:
The developer and his agents have worked closely with City staff concerning this site
plan. A development-plan review meeting was held on February 2, 2010 to discuss the
intended development, to ensure compliance with the basic requirements and to arrive
at a coordinated plan layout The Planning and Zoning Commission was asked to make
a recommendation based on the lay-out and discussions thereof.

RESOLUTION ;NO.
A RESOLUTION AUTHORIZING A LICENSE FOR THE
CONSTRUCTION OF A RECREATIONAL VEHICLE PARK ON
5.553 ACRES OF LAND DESCRIBED AS BLOCK 4, RIDGEWAY
ADDITION (PROPERTY LOCATED SOUTH OF 25TH STREET
AND WEST OF 9TH AVENUE), CITY OF PORT ARTHUR,
JEFFERSON COUNTY, TEXAS
WHEREAS Weingarten Realty is requesting a license for the construction of an R V. Park
at the intersection of 25~ Street and 9th Avenue; and,
WHEREAS, the Planning and Zoning Commission unanimously accepted the RV Park
prelimiinary site plan at the February 15, 2010 meeting; and
Whereas, the Commission suggested that: stipulations be placed against allowing vehicle
repairs on the property, as well as implementing reasonable screening requirements, especially,
that by the visibility triangle spots; and,
WHEREAS, the Recreational Vehicle Ordinance requires a license issued by the City
Councill of the City of Port Arthur prior to the con:>truction of an RV Park
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT a license is hereby granted to An~;elle RV. for the construction of a forty-seven
(47) space RV Park south of 25~ Street on 9~ Avenue in substantial compliance with the site
plan attached as Exhibit "A".
'THAT said park shall meet all requirements of the Recreational Vehicle Park Ordinance.
'THAT a copy of the caption of this Resolution be spread upon the Minutes of the City
Council,
