REGULAR SESSION CITY HALL - 5T" FLOOR CONFERENCE ROOM ITEMS REQUIRING ACTION ROLL CALL -Chairman, Richard Cox convened the meeting at 5:32 p.m. Commissioners present: Alma LeBlanc, Inell Moore, Richard Cox and Fernando Ramirez (Quorum Present). Staff present: Colleen Russell, planning director, Paul Brown, senior planner and Pamela Langford, administrative aide REGULAR 1VIEETING II. S10-01 -SITE PLAN APPROVAL REQUESTED FOR - ANGELLE R.V. PARK. 5.553 ACRES OF LAND. BLOCK 4, RIDGEWAY ADDITION. CITY OF POR7' ARTHUR. JEFFERSON COUNTY. TEXAS (PROPERTY LOCATED SOUTHWEST INTERSECTION OF 25TH STREET 9TH AVENUEI SPEAKING FOR: George Newsome (Soutex Surveyor's, Inc.), 3737 Doctors Drive, Port Arthur, TX 77642 SPEAKING AGAINST: NONE Mr. Ramirez asked if the property is in the confines of the City Ordinance for a recreational park. Ms. Russell stated, "Yes". Mr. Ramirez asked what is the zoning for the property. Paul Brown stated, "LC" Light Commercial. Mr. Ramirez asked Mr. Newsome what did he "foresee being placed on the property" in regards to utilities and improvements of the land to allow for the RV Park. Mr. Newsome informed the commissioners of t:he twelve (12) inch water line that runs along 9th Avenue, which will be utilized for two (2) fire hydrants that will be in an easement and be the property of the City; also a tap and loop water line will be run arownd in the park to serve the RV's. A private lift station may have to be installed to pump wastewater to a previous set-up or a manhole located on 25th Street. All water and sewer on the interior will be private; City will not be responsible for maintenance. N1r. Ramirez asked Mr. Newsome if he could foresee a problem with traffic congestion due to a new Charter School (formerly Hughen School) being established farther North on 9th Avenue. Mr. Newsome said, "No". Mr. Ramirez asked will the RV's be permanent fixtures. Mr. Newsome stated, "No". Mr. Ramirez asked what will be the size of the RV's. Mr. Newsome stated that the park is designed to house 40 foot RV's, but could accommodate 50 foot buses. Mr. Ramirez asked will a privacy fence be installed to screen-off the R.V'. Park. Mr. Newsome responded, yes, a privacy fence will be placed along 9th Avenue and 25th Street; however, the height may have to be reduced along the intersection of 25th Street and 9th Avenue for safety purposes. He assured the commissioners that he would contact Police Chief, Mark Blanton, to ensure compliance. Mr. Ramirez asked where will the entrances be. Mr. Newsome stated that the entrances are pre-existing and will remain the same. c c k ~ :L Ms. Moore asked if a survey had been taken regarding the usage of the R. V. Park. Mr. Newsome informed the commission that a survey had not been administered; however, ire his opinion, the park would be utilized by out-of-town workers not seeking permanE~nt residence in Port Arthur. Mr. Cox asked, "What is City code concerning t:he screening fence?" Ms. Russell informed the commissioner in the case of the R.V. Park, there would have to be a solid fence. Mr. Cox asked about the height. Ms. Russell stated, typically the fence should be a minimum of 6 feet, depending on the height of the R.V. Mr. Newsome stated another alternative to a solid privacy fence would be a chain-link fence with slats. Nir. Ramirez suggested that a "no-repairs" stipulation. be included. Ms, Moore moved to accept site plan as presented; Ms. LeBlanc seconded the motion. Vote: All Yeas -motion passed. III. MINUTES -February 1, 2010 Fernando Ramirez moved to approve the minutes as presented; Alma LeBlanc seconded the motion. Vote: All Yeas -motion passed. IV.
