COLLINS APARTMENTS PORT ARTHUR, TEXAS Dear Mayor Ortiz, We are pleased to advise you that we have contracted to ground lease 3.661 acres from the Housing Authority of the City of Port Arthur for the purpose of reh~abilitating an existing 200- unit Elderly Rental Development under the Federal Low Income Housing Tax Credit (LIHTC) Program, administered by the Texas Department of Housing and Community Affairs (TDHCA). As part of our application process with TDHCA, we respectfully submit this pre-application notification, which includes the attached Public Notice (Exhibit A). We are excited about the opportunity to provide quality elderly affordable housing to this community in Port Arthur. Collins Apartmems, Ltd is making an application for Housing Tax Credits with the Texas Department of Housing and Community Affairs for the O.W. Collins Apartments located at a.~.40 Gulfway Drive, Port Arthur, Texas, in Jefferson County. This proposed rehabilitation of an existing elderly apartment community comprised of 200 units would target tenants with incomes at 60% of the area median income. The income levels served are as follows: Family 60% Size 1 19,680 2 22,440 3 25,260 4 28,080 The total restricted income percentage of the Development is 100%. The number of units and proposed rents (less utility allowances) for the subject property's tax credit units are: 95 Efficiency Units for $433 100 1 Bedroom Units for $484 5 2 Bedroom Units for $578 If awarded credits, this development would be ready for occupancy by approximately December 2005.
