Authorization to Apply for Primary Health Care Grant Funds
RECOMMENDATION
It is recommended that the City Council approve P.R. No. 15791, authorizing the City of Port
Arthur to submit a proposal to the "hexas Department of State Health Services Family and
Community Health Services Preventive and Primary Care Unit to apply for Primary Health Care
grant funds.
BACKGROUND
The Texas Department of State Health Services is seeking proposals for eligible entities to apply
for Primary Health Care grant funds. These funds will be used to provide preventive health
services including immunizations, diagnosis ands treatment of acute illnesses, family planning,
health education, dental services, and diagnosl.ic tests including lab and x-ray for eligible
participants at or below 150% of the current federal poverty guidelines.
BUDGETARY AND FISCAL EFFECT
The budget request has not yet been determined. However, funding will be requested for
staffing;, supplies and travel.
STAFFING EFFECT
The request vvill be made for five full-time emplloyees to include a family nurse practitioner, a
LVN, an eligibility clerk, a dentist and a dental hygienist.
SUMMARY
It is recommended that the City Council approve P.R. No. 15791, authorizing the City of Port
Arthur to submit a proposal to the Texas Department of State Health Services Family and
Community I-[ealth Services Preventive and Primary Care Unit to apply for Primary Health Care

A RESOLUTION AUTHORIZING THE CITY OF PORT ARTHUR
TO SUBMIT A PROPOSAL TO THE TEXAS DEPARTMENT OF
STATE HEALTH SERVICES FOR PRIMARY HEALTH CARE GRANT

WHEREAS, the Texas Department of State Health Services Family and
Community Health Services :Preventive and Primary Care Unit is seeking grant proposals
from eligible entities to apply for Primary Health Care services; and,
WHEREAS, the health department intends to submit a proposal to provide
preventive health services including immunizations, diagnosis and treatment of acute
illnesses, family planning, health educatic-n, dental services, and diagnostic tests
including lab and x-ray for eligible participants at or below 150% of the current federal
poverty guidelines.
NOW THEREFORE BE I'T RESOL,VED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR:
Section 1. That, the facts and opinions in the preamble are true and correct;
Section 2. That, the City Council of the City of Port Arthur hereby authorizes
the Health Department to apply for Primary Health Care funds from the Texas
Department of State Health Services Family and Community Health Services Preventive
and. Primary Care Unit.
Section 3. That, a copy of the caption of this Resolution be spread upon the
Minutes of the City Council.
