COMMENTS
RECOMMENDATION
I recommend that the City Council approve Proposed Resolution No. 15794 authorizing the
Utility Operations Department to coordinate tine abandonment of a 2" cast iron water main
in the 4600 block of the Grilling/Alamosa Drive easement and provide for the relocation of
the existing water services to the affected residences.
BACKGROUND
In June 2007, I presented a proposed project to City Council to abandon the 2" cast iron
water main iin the 4600 block of the Grilling/P-lamosa Drive easement and provide for the
relocation of the existing water services to affected residents. This line was originally
installed by the Town of Grilling Park and is miostly constructed of sections of un-lined cast
iron, but is known to have has short sections of galvanized iron/steel, and polybutylene, all
of which are no longer acceptable piping materials. As we were preparing for replacement,
our field investigation revealed that the easeiment is cluttered with buildings, fences, and
swimming pools. Also, it appears that the existing water main is already closer to the
existing sewer line than currently allowed by TCEQ Design Criteria, so moving them closer
together is gout of the question. Waterline replacement in this easement is essentially
impossible. Grilling Park was developed with a network of 2" water mains in backyard
easements, with the fire system added later along some of the streets. This immediate
area has a fire water main in the street that is accessible for service. A few customers in
this area have already taken advantage of this and moved their services from the 2" main
in the rear too the 6" main in the front of their homes in order to get better pressure and
more reliable service. Until they are all reloc<~ted, we cannot abandon this old main line,
and maintenance is near impossible.
This project was put on hold in 2007 since we did not want to tear up the recently paved
street to make new taps. Now, both the street and the water main are a few years older,
and the waterline is not likely to last much longer. It's just a matter of time until it breaks
under or near a building or swimming pool and we cannot repair it and/or it causes
irreparable damage. We are currently asking local plumbers to update their quotes from
2007.
BUDGET/FISCAL EFFECT
This work will be charged to the Water and Sewer Operating Budget Account Number.
410-1253-532.35-00.
STAFF/EMPLOYEE EFFECT
Existing staff will perform the water taps in the street right-of-way and monitor the
plumber's performance.
SUMMARY
I recommend that the City Council approve Proposed Resolution No. 15794 authorizing the
Utility Operations Department to coordinate thie abandonment of a 2" cast iron water main
in the 4600 block of the Grilling/Alamosa Drive easement and provide for the relocation of
the existing water services to the affected residences.

"THE RELOCATION OF WATER SERVICES TO THE AFFECTED

WHEREAS, the City currently owns and operates a public water main in the 4600 block of
the Griffing/Alamosa Drive easement; and,
WHEREAS, such water main has deteriorated to such an extent to warrant replacement, but
replacement in its current location is impossib a due to numerous improvements within the
easement; and,
WHEREAS, the City Council desires to relocate the existing rear lot water services to
existing fire mains in the front/side street right-of--ways, in order to mitigate impending damages due
to water main failure; NOW THEREFORE,
BE IT' RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
THAT, the City Council of the City of Pont Arthur hereby authorizes the Utility Operations
Department to abandon the water main in the 4600 block of the Griffing/Alamosa Drive easement
and provide fbr the relocation of water services to the affected residences; and,
THAT the Utility Operations and Public `-VVorks Departments shall provide water taps on
existing fire rr-ains, arrange for a local plumbing company to relocate the private services to the new
meter locations, and repair the street after work. is complete; and,
THAT a copy of the caption of this resolution be spread upon the minutes of the City
Council.
