ARTHUR"`YOUTH ADVISORY COUNCIL WHEREAS, the City Council, on the 15th day of October, 2002, created a youth commission called the Port Arthur Youth Advisory Council (YAC); and. WHEREAS, the City Council has made appointments as delineated in Exhibit "A"; and WHEREAS, Couricilmember Martin Flood wishes to appoint a new member to the Port Arthur Youth Advisory Council; and WHEREAS, Councilmember Thomas J. Henderson wishes to appoint a new member to the Port Arthur Youth Advisory Council; and WHEREAS, there are three unfilled positions available for Councilmember John Beard, Jr. to appoint new members; and .WHEREAS, -there are two unfilled positions .available for Councilmember Robert A.
