RECOMMENDATION:
I recommend that the City Council approve Proposed Resolution No. 15793, approving a
contract with ~ A&A Electric Company of Beaumont Inc. for the City -Hall Generator
Installation in a total amount of $81,242.
BACKGROUND: '
Last summer, the City of 'Port. Arthur purchased, a surplus 700KW, generator for
installation at City Hall fior emergency power. Council then approved hiring of Neches
Engineers to design .the proper installaCion of this generator. We received three (3)
bids for this project, with the bid from ASu4' Electric-determined to be,the lowest and
most responsive. .
BUDGETARY/FISCAL EFFECT: ~
Funding is available in CIP913, 30~-1601-591.54-00 and 001-1206-531.32-00.
EMPLOYEE/STAFF EFFECT:
None.
SUMMARY
I recommend that the City Council approve Proposed Resolution No. 15793, approving a
contract with A8iA Electric Company of Beaumont Inc. for the -City Hall Generator
Installation in a total amount of $81,242. '

BETWEEN THE CITY OF PORT ARTHUR AND A&A ELECTRIC
COMPANY OF BEAUMONT INC. OF BEAUMONT, TEXAS FOR THE
CITY HALL GENERATOR INSTALLATION YN.THE AMOUNT OF

WHEREAS, the City advertised in the Portgrthur News on 14 February and on
21 February 2010 for the City Hall- Generator Ihstallation; and,
WHEREAS, three (3) bids were received and opened on 10 March 2010 for the
above referenced Contract and have been evaluated -by Public Works and the design
engineer; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT the City Council of the City of Port Arthur hereby awards the bid for
construction of the City Hall Generator Installation'to .the lowest responsible bidder to
wit: A&A Electric Company of Beaumont Inc. of Beaumont, Texas as shown on Exhibit
"A" attached hereto and made a part hereof; and,
THAT the City • Manager of the City of Port Arthur is hereby authorized and
directed to execute on behalf of the City, a Contract between the City of Port Arthur
and A8iA Electric Company of Beaumont Inc.;- and, '
THAT the contract is awarded for the amount of $81,242, attached. hereto as

CONTRACT
THIS AGREEMENT, made this 23`d day of March , 2010 between the City of Port Arthur, Port
Arthur, Texas herein called the "Owner", and A&A Electric Company of Beaumont Inc. acting herein through
its Chairman, Of Beaumont County of Jefferson ,and State of Texas ,hereinafter called
"Contractor". WITNESSETH: That for and in consideration of the payments and agreements hereinafter
mentioned, to be made and performed by the OWNER, the Contractor hereby agrees with the OWNER to
commence and complete the construction described as follows:

Generator Installation
hereinafter called the "Project", for the sum of Eighty one thousand, two hundred forty-two dollars and
zero cents ($81,2421 and all extra work in connection therewith, under the terms as stated in the General
and Special Conditions of the Contract; and at his (its or their) own proper cost and expense; to furnish all
the materials, supplies, machinery, equipment, tools, superintendents, labor, insurance, and other
accessories and services necessary to complete the said project in accordance with the conditions and
prices stated in the Proposal, the General Conditions, and Special Conditions of the Contract, the Plans,
which include all maps, plans, prints, and other drawings and printed or written explanatory matter
thereof, and the Specifications and Contract Documents therefore as prepared by Neches Engineers and as
enumerated in the General Conditions, all of which are made a part hereof and collectively evidence and
constitute the contract. The Contractors hereby agree to commence work under this contract on or befoie a
date to be specified in a written "Notice to Proceed" by the OWNER and to fully complete the project
within 90 consecutive calendar days thereafter. The Contractor further agrees to pay, as liquidated
damages, the sum of $ 105 for eachconsecutive calendar day thereafter as hereinafter provided in the
General Conditions of the contract. The OWNER agrees to pay the Contractor in current funds for the
performance of the contract, subject to additions and deductions, as provided in the General Conditions of
the Contract.

INSTRUCTION TO BIDDERS
RECEIPT AND OPENING OF BIDS
The City of Port Arthur, Port Arthur, Texas, (herein called the "OWNER") may consider informal
any bid not prepared and. submitted in accordance with the provisions hereof and may waive any
informalities. The O WNER reserves the right to rej ect any and all bids, and does not bind himself to
accept the lowest bid or any proposal for his work or any part thereof. CONTRACTOR shall furnish
proof that he has been in the general construction business for a period of five (5) yeazs under the
same company or operational name. CONTRACTOR shall submit a list of recent clients.
Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized
postponement thereof. Any bid received after the time and date specified for opening of bids shall
not be considered. No bidder may withdraw a bid within 30 days after the actual date of the bid
opening thereof.
2. PREPARATION OF BID
Each bid must be submitted on the prescribed cost proposal form. All blank spaces for bid prices
must be filled in, in ink or typewritten, in both word and figures. Each bid must be submitted in a
sealed envelope bearing on the outside the name of the bidder, his address and the name of the
project for which the bid is submitted. If forwarded by mail, the sealed envelope containing the bid
must be enclosed in another envelope addressed as specified in the bid form.
Each bid shall be based on the materials and manufacturers specified. Bidders may submit proposed
substitutions for any specified, together with a price to be added to or deducted from the proposal in
the event that the proposed substitution is accepted. All acceptances of substitutions will be before
the awarding of the contract.
QUALIFICATION OF BIDDER
The OWNER may make such investigations as he deems necessary to determine the ability of the
bidder to perform the work, and the bidder shall famish to the OWNER all such information and data
for this purpose as the O WNER may request. The OWNER reserves the right to reject any bid if the
evidence submitted by, or investigation of; such bidder fails to satisfy the O WNER that such bidder
is properly qualified to carry out the obligations of the contract and to complete the work
contemplated therein.
4. BID SECURITY
Each bid must be accompanied by a cashier's check (on a solvent bank in the State of Texas), drawn
to the Order of the City of Port Arthur or a bid bond in the sum of not less than five (5) percent ofthe
total amount of the proposal price. No other forms of security will be accepted. Such checks or bid
bonds will be returned to all except the three (3) lowest bidders within three days after the opening of
bids, and the remaining checks, or bid bonds will be returned promptly after the OWNER and the
accepted bidder have executed the contract, or, if no awazd has been made within 30 days after the
date of the opening of bids, upon demand of the bidder at any time thereafter, so long as he has not
been notified of the acceptance of his bid or agreed to an extension to the thirty (30) days.

5. LIQUIDATED DAMAGES FOR FAILURE TO ENTER INTO CONTRACT
The successful bidder, upon his failure or refusal to execute and deliver the contract and bonds
required within 10 days after he has received notice of the acceptance of his bid, shall forfeit to the
OWNER, as liquidated damages for such failure or refusal, the security deposited with this bid.
6. TIME OF COMPLETION AND LIQUIDATED DAMAGES
Bidder must agree to commence work on or before a date to be specified in a writteri "Notice to
Proceed" of the OWNER, and to fully complete the project within the time as specified in the
contract. Bidder must agree also to pay as liquidated damages; the sum as hereinafter provided in the
General Conditions.
CONDITIONS OF WORK
Each bidder must inform him-self fully of the conditions relating to the construction of the project
and the employment of labor thereon. Failure to do so will not relieve a successful bidder of his
obligation to furnish all material and labor necessary to carry out the provisions of his contract.
Insofar as possible the CONTRACTOR, in carrying out his work,-must employ such methods of
means as will not cause any interruption of or interference with the work of any other
CONTRACTOR.
8. ADDENDA AND INTERPRETATIONS
No interpretation of the meaning of the plans, specifications or other pre-proposal documents will be
made to any bidder orally.
Every request for such interpretation should be in writing addressed to the ENGINEER; and to be
given consideration, must be received at least 72 hours ~ to the date fixed for the opening of
proposals. Any and all such interpretations and any supplemental instmctions will be in the form of
written addenda to the specifications which, if issued, will be mailed by certified mail with return
receipt requested to all prospective bidder (at the respective addresses furnished for such purposes),
not later than three days prior to the date fixed for the opening of bid. Failure of any bidder to receive
any such addendum or interpretation shall not relieve such bidder from any obligation under his bond
as submitted. All adderida so issued become part of the contract documents..
9. SECURITY FOR FAITHFUL PERFORMANCE
Simultaneously with his delivery of the executed contract, the Contractor shall famish a surety bond
or bonds as security for faithful payment and performance ofthis contract, as specified in the General
Conditions included herein. The surety on such bond or bonds shall be a duly authorized' surety
company satisfactory to the OWNER. `
10. POWER OF ATTORNEY
Attorneys-in-fact who sign bid bonds'or contract bonds must file with each bond a certified and
effectively dated copy of their power of attorney.

I1. LAWS AND REGULATIONS '
The bidder's attention is directed to the fact that all applicable State laws, municipal ordinances, and
-the rules and regulations of all authorities having jurisdiction overconstruction of the project. shall
apply to the contract throughout, and they will be deemed to be included in the contract the same as
though herein written out in full.
12. OBLIGATION OF BIDDER
At the time of the opening of bids, each bidder will have inspected the site and presumed to have
read and to be thoroughly familiaz with the plans and contract documents (including all addenda).
The failure or omission of any bidder to examine any form, instrument, or document shall in no way
relieve any bidder from any obligation in respect of his bid.
13. SALES TAX EXEMPTION
The bidders shall not include in their proposals any costs for Sales Tax pursuant to the Limited Sales,
Excise and Use Tax Law of the State of Texas. The O WNER, with exempt status, will supply a Tax
Exemption Certificate for the work covered by the Contract. "
14. INTENT OF SPECIFICATIONS
The intent of these specifications is to establish a standard of quality flexible enough to allow all
qualified bidders to submit proposals: Manufacturer's names and model numbers are indicated for the
purpose of establishing an acceptable standard. Any exceptions to the specifications must be
completely and accurately described by the bidder on an attachment to the proposal.
I5. SCHEDULE OF WORK
The bidder will indicate with his proposal that he is prepazed to start work within 10 days of issuance
of a contract. It is the intent to issue a contract within 30 days of proposal opening.
Bidder will submit a schedule with his proposal indicating calendaz days to complete the scope-of-
work and allowing for normal weather conditions during the time of construction.
16. PRE-BID CONFERENCE AND SITE INSPECTION
The pre-bid conference and site inspection will be held on February 25, 2010 @ 11:00 AM.
that day at Port Arthur City hall, 444- 4a' Street; Port Arthur, Texas. All bidders must attend
the conference and site inspection in order to qualify to bid. The pre-bid conference is
required. If a bidder does not attend, his bid will not be considered.

GENERAL CONDITIONS
Contract Documents
The Contract Documents consist of the Agreement, the Conditions of the Contract (General,
Supplementary, and other Conditions),~the Drawing, the Specifications; all Addenda issued prior to
execution of the Contract, Contractor s Qualification Statement acid all Modifications thereto.
2. Engineer
The term Engineer refers to Neches Engineers acting individually or through any of their
associates or representatives duly authorized to act for them.
3. Owner "
The Owner is the City of Port Arthur, Por[ Arthur,Texas.
4. Contractor
The Contractor is the person or entity identified as such in the Owner-Contractor. Agreement and is
referred to throughout the contract documents as if singulaz in number and masculine in gender.
The term Contractor means the contractor or his authorized representative.
Unless otherwise provided in the Contract Documents, the Contractor shall secure and pay for the
building permit and for all other permits and governmental fees, licenses arid inspections necessary
for the proper execution and completion of the works which aze customazily secured after
execution of the Contract and which are legally required at the time the proposals aze received.
The Contractor shall give all notices.and comply with all laws; ordinances, rules, regulations, and
lawful orders of any public authority bearing on the performance of the work.
It is not the responsibility of the Contractor to make certain that the Contract Documents aze m
accordance with applicable laws, statutes, building codes and regulations. If the Contractor
observes that any of the Contract Documents are at vaziance therewith in any respect, he shall
promptly notify the Engineer in writing, and any necessary changes shall be accomplished by
appropriate modification.. ,'
If the Contractor performs any work knowing it to be coritrary to such laws, ordinances, rules and
regulations, and without such notice to the Engineer, he shall assume full responsibility therefore
and shall beaz all costs attributable thereto.
Contractor shall maintain a clean site and building rubbish shall be removed daily. No excessive
rubbish accumulation will be allowed. Clean site of construction debris at completion of project.

FIRES-FOR HEATING PURPOSE WILL BE ALLOWED.
At completion of construction, all construction areas shall be cleaned to the extent that the Owner
can occupy for its intended use without additional cleaning.
Before ordering any materials or doing any work, Contractor shall verify all measurements of the
work and shall be responsible for the correctness of same. No extra charge or compensation will be
allowed on account of difference between actual dimensions and the measurements indicated on
the drawings. If there should be any discrepancy between scale and dimensions, figured
dimensions shall override scale dimensions. Although plans are drawn to scale, as indicated, and
dimensions are given, in the case of remodeling or re-construction work, or in fitting work to
existing conditions, the Contractor shall work to measurements of existing construction, and field
dimensions shall betaken as necessary.
Miscellaneous Provisions
The Engineer is to observe the performance of all work, therefore, the Contractor will be required
to notify the Engineer of each day he intends to work.
6. Time
The term day as used in the Contract Documents shall mean calendaz day unless otherwise .
specifically designated.
All time limits stated in the Contract Documents are of the essence of the Contract.
If the Contractor is delayed at any time in the progress of work by any act or neglect of the Owner
or the Engineer or by any employee of either, or by any sepazate contractor employed by the
Owner, or by changes ordered in the work, or by labor disputes, fire, unusual delay in
transportation, adverse weather conditions not reasonably anticipated, unavoidable casualties, or
any causes beyond the Contractor's control, or by delay authorized by the Owner pending
azbitration, or by any other cause which the Engineer determines may justify the delay, then the
Contract Time shall be extended by Change Order for such reasonable time as the Engineer may
determine.
Any claim for extension of time shall be made in writing to the Engineer not more than ten (10)
days after the commencement of the delay; otherwise, it shall be waived. In the case of a
continuing delay only one claim is necessary. The Contractor shall provide an estimate of the
probable effect of such delay on the progress of the work.

Payments and Completion
The Contract Sum is stated in the Owrier-Contractor Agreement and including authorized
adjustments thereto, is the total amount payable by the Owner to the Contractor for the
performance of the work under the Contract Documents. ,
~~ One lump sum payment shall be made to the Contractor upon completion of the work and
acceptance of it by the Owner. Monthly progress payments may be an•anged through the Engineer.
All applications and final payment shall be made through the Engineer.

The making of final payment shall constitute a waiver of all claims by the Owner except those
arising from:
a. Unsettled liens,
b. faulty or defective work appearing within two years after final payment,
c. failure of the work to comply with the requirements of the Contract Documents, or
d. terms of any special warranties required by the Contract Documents.
The acceptance of final payments shall constitute a waiver of all claims by the Contractor except
those previously made in writing and identified by the Contractor as unsettled at the time of the
final Application for Payment. - ~ '

8. Protection of Persons and Property -
The Contractor shall be responsible for initiating, maintaining and supervising all safety
precautions and programs in connection with the work.
The Contractor shall take all reasonable precautions for the safety of, and shall provide all
reasonable protection to prevent damage, injury or loss to:
a. all employees on the work and all other persons who may be affected thereby,
b. all the work and all materials and equipment to be incorporated therein,. whether in storage
on or off the site, under the care, custody or control of the Contractor or any of his
Subcontractors.

Protection of Persons and Property (Continued)
c., Other properly at the site or adjacent thereto, including trees, shrubs;lawns, walks, pavements,
roadways, structures and utilities not designated for removal, relocation or replacement in the
course of construction.
The Contractor shall give all notices and comply with all applicable laws, ordinances, rules,
regulations and lawful orders of any public authority bearing onthe safety of persons or property
or their protection from damage, injury or loss.
The Contractor shall erect and maintain, as required by existing conditions and progress of the
work, all reasonable safeguards for safety and protection, including posting danger signs and other
warnings against hazards, promulgating safety regulations and notifying owners and users of
adjacent utilities.
The Contractor shall promptly remedy all damage or loss to any property referred to in Clauses 8.b
and 8.c caused in whole or in part by the Contractor.
9. Insurance
Insurance Required -The Contractor shall provide the following insurance certificate in the
amounts shown and under the conditions noted before any authorization will be given to
commence delivery or installation:
General
a. No work will be commenced until all requirements of this section have been approved by
the City in writing. The City will be furnished a certificate of insurance acceptable, prior
to the commencement of any work. .
b. The insurance shall contain a provision that at least sixty (60) days prior written notice
shall be given to the-City in the event of cancellation; material change or non-renewal.
c. Insurance shall be underwritten by a company rated not less than B+VII in the Best's
latest published guide.
The Contractor shall purchase and maintain in force the following kinds of insurance and
bonds for. operations under construction contracts and as specified in each section.
The City shall be informed of the Contractor's deductible.

10. Changes in the Work
A Change Order. is a written order to the Contractor signed by the Owner and the Engineer,
issued after execution of the Contract, authorizing a change in the work or an adjustment in the
Contract Sum or the Contract Time. The Contract Sum and the Contract Time may be changed
only by Change Order. A Change Order must be signed by the Contractor indicating his
agreement therewith, including the adjustment in the Contract Sum or the Contract Time.

10. Changes in the Work (Continued)
The Owner, without invalidating the Contract, may order changes in the work within the general
scope of the Contract consisting of additions, deletions or other revisions, the Contract Sum, and
the Contract Time being adjusted accordingly. All such changes in the work shall be authorized
by Change Order, and shall be performed urider the applicable conditions of the Contract
Documents.
The cost or credit to the Owner resulting from a change in the work shall be determined.ih one or
more of the following ways:
a. by mutual acceptance of a lump sum properly itemized and supported by sufficient
substantiating data to permit evaluation;
b: by unit prices stated in the Contract Documents or subsequently agreed upon;
c. by cost to be determined in a manner agreed upon by the parties and a mutually acceptable
fixed or percentage fee.
If the Contractor wishesto make a claim for an increase in the Contract Sum, he shall give the
Engineer written notice immediately after the occurrence of the, event, giving rise to such claim.
This notice shall be given by the Contractor.
The Engineer will have authority to order minor changes in the work not involving an adjustment
in the Contract Sum or an extension of the Contract Time and not inconsistent with the intent of
the Contract Documents. Such changes shall be effected by written order, and shall be binding on
the Owner and the Contractor. The Contractor shall carry out such written orders promptly.
11. Uncovering and Correction of Work
If any portion of the work should be covered contrary to the request of the Engineer or to
requirements specifically expressed in the Contract Documents, it must, if required in writing by
the Engineer, be uncovered for his observation and shall be replaced at the Contractor s expense.
If any other portion of the work has been covered which the Engineer has not specifically
requested to observe prior to being covered, the Engineer may request to see such work and it
shall be uncovered by the Contractor. If such work be found not in accordance with the Contract
Documents, the Contractor shall pay such costs unless it be found that this condition was caused
by the Owner or a sepazate contractor, in which event the Owner shall be responsible for the
payment of such costs.
The Contractor shall promptly correct all work rejected by the Engineer as defective or as failing
to conform to the Contract Documents whether observed before or after completion and whether
or riot installed or completed. The Contractor. shall beaz all costs of correcting such rejected
work, including compensation for the Engineer's additional services made necessary thereby.

11. Uncovering and Correction of Work (Continued)
If, within two yeazs after the Date of Completion of the work, any of the work is found to be
defective or not in accordance with the Contract. Documents, the Coritractor shall correct it
promptly after receipt of a written notice from the Owner to do so unless the Owner has
previously given the Contractor a written acceptance of such condition. This obligation shall
survive termination of the Contract. The Owner shall give such notice,promptly after discovery
of the condition.
The Contractor shall remove from the site all portions of the work which aze defective or non-
conforming unless removal is waived by the Owner.
If the Owner prefers to accept defective or non-conforming work, he may do so instead of
requiring its removal and correction: in which case, a Change Order will be issued to reflect a
reduction in the Contract-Sum where appropriate and equitable. Such adjustment shall be
effected whether or not final payment has been made.
12. Termination of the Contract
If the work is stopped for a period of thirty (30) days under an order of any court or other public
authority having jurisdiction;. or as a result of an act of government, such as a declazation of a
national emergency making materials unavailable, through no act or fault of the Contractor or a
Subcontractor or their agents or employees or any other persons performing any of the work
under a contract with the Contractor,-then the Contractor may,-upon seven additional days'
written notice to the Owner and the Engineer, terminate the Contract and recover from the Owner
payment for all work executed and for any proven loss sustained upon any materials, equipment,
tools, construction equipment and. machinery, including reasonable profit and damages.
If the Contractor is adjudged a bankrupt, or if he makes a general assignment for the benefit of
his creditors, or if a receiver is appointed on account of his irisolvency or if he persistently or
repeatedly refuses or fails, except in cases for which extension of time is provided, to supply
enough properly skilled workmen or proper. materials, or if materials or labor, or persistently
disregards-laws, ordinances, rules, regulations or offers of any public authority having
jurisdiction, or otherwise is guilty or a substantial violation of a provision of the Contract
Documents, then the cause exists to justify such action,~may, without prejudice to any right or
remedy and after giving the Contractor and his surety, if any, seven days written notice, terminate
the employment of the Contractor and take possession of the site and of all materials, equipment,
tools, construction equipment and machinery thereon owned by the Contractor and may finish the
work by whatever method he may deem expedient. In such case, the Contractor shall not be
entitled to receive any payment until the work is finished.
If the unpaid balance of the Contract Sum exceeds the cost of fmishing the work, including
compensation for the Engineer, additional services made necessary thereby, such excess shall be
paid to the Contractor. If such costs exceed the unpaid balance, the Contractor shall pay the
difference to the Owner. The amount to be paid to the Contractor or to the Owner, as the case
may be, shall be certified by the Engineer, upon application, and this obligation for payment shall
survive the termination of the Contract.

13. Contract Completion Time
Failure to complete the work on time: The test set forth in the Contract for the completion of the
work is an essential element of the Contract. A breach of contract as to completion time will
cause damage to the Owner; therefore, for each and every calendaz day the work, or any portion
thereof shall remairi incomplete after the expiration of the time limit set by the Contract, the
amount per calendar day given in the following schedule, unless otherwise specified in the
Supplementary Conditions, will be deducted.from the money, due or to become due to the
Contractor, not as a penalty; but as agreed liquidated damages and added expense including
administrative and inspection cost.

14. Subcontractors
The Contractors shall not substantially subcontract the work. The Contractor will indicate with
his proposals any subcontractors to be used. All subsequent subcontractors must be submitted to
the Owner for approval. Final payment will not be made until releases aze obtained from all
subcontractors indicating they have been paid.
15. Performance and Payment Bonds: If the contract exceeds Fifty Thousand Dollars ($50,000.00) a
. payment bond is required. If the contract exceeds One Hundred Thousand Dollars ($100,000.00) a
performance bond is required. Payment and Performance Bonds shall be famished in the amount of one
hundred percent (100%) of the contract price with corporate surety duly authorized to do business in the
State of Texas. 'Attorneys-in-fact who sign Bonds must file with each bond a certified and effective date
copy of their Power of Attorney.
15.1 Performance Bond in the amount of the total Contract Price conditioned upon the faithful
performance of the Contract. Said Bond shall be solely for the protection of the Owner.
15.2 ~ Payment Bond in the amount of the total Contract Price,- solely for the protection of those
supplying labor and materials in the prosecution of the Contract.
15.3 Each Bond shall be executed by a corporate surety or corporate sureties duly authorized to do
business in the State of Texas, acceptable to the Owner,. and on forms approved by the Attorney
General of Texas. , If any surety upon any bond furnished in connection with the Contract
becomes insolvent; or otherwise not authorized to do business in this State, the Contractor shall
promptly furnish equivalent security to protect the interests of the Owner and of persons supplying labor

SPECIAL CONDITIONS
L Dimensions shown on drawings aze approximate, and it is the Contractor's responsibility to
verify all dimension and area calculations.
2. The Contractor's schedule. starts ten (10) calendaz days after issuance of contract or fifteen (1 ~)
calendar days after notification of award by the Owner's Engineer whichever comes last.
Penalties for failure to complete the job on time by the Contract will be based on calendar days
counted from such date. '
3. All material shall be dry. All material stored onsite shall be protected from the weather and
moisture penetration.
4. The grounds will be policed of all trash daily.
5. Two (2) fire extinguishers must be kept neaz any open flame or ground level and/or on roof. Fire
extinguisher shall also be on hand for burning and welding work. The size of fire extinguisher.
shall be l O lb. ACB dry chemical extinguisher or approved equivalent. The extinguisher shall be
fully chazged.
6. All work areas, lay-down azeas and scaffolding areas must be bamcaded for the entire duration
of the job. A 2 inch wide barricade tape securely positioned approximately three (3) feet above
the ground will be satisfactory inmost cases. -
7. All ladders positioned from ground to the first level must be tied down at the top. These ladders
must be taken down each night and locked up to prevent access to the roof by unauthorized
persons.
8. Only vehicles essential to the job will be permitted in the construction azea. Any ruts caused by
the Contractor's vehicles will be filled and compacted with 60/40 sand clay mix.
9. Profanity will not be tolerated.
10. All personnel involved in the work will be required to be fully clothed with the appropriate dress
at all times; this includes shirts and full length trousers.
11. Sanitary facilities, drinking water containers, and fast aid supplies will be famished by the
Contractor.
12. The rest room facilities shall not be used by the Contractor's personnel.
13. All sites aze tobacco free zone.
15. Contractor shall be responsible for damaged electrical conduits etc... and plumbing pipes etc... caused by
their neglect.

I. SCOPE-OF-WORK -GENERAL
The Contractor shall famish all necessary labor, materials, and supervision to
repair, replace the existing 3/8`' single pane glass and replace all windows with
double pane low E, high impact glass according to the following plans and
specification herein. The attached drawings indicate the plans and details ofthe
areas to be reworked. The Contractor shall provide a job superintendent who will
remain on the job at all times that work is in progress..The job superintendent

2.2 MIXES

B. Normal-Weight Concrete: Prepare design mixes, proportioned according to ACI 301, as follows:
1. Minimum Compressive Strength: 4000 psi at 28 days.
2. Maximum Water-Cementitious Materials Ratio: 0.45.
3. Slump.Limit: 4 inches (100 mm), plus or minus I inch (25 mm).
4. Air Content: Maintain within range permitted by ACI 301. Do not allow air content of floor
slabs to receive troweled finishes to exceed 3 percent.

3.1 CONCRETING

A. Construct formwork according to ACI 301 and maintain tolerances and surface irregularities within
ACI 347R limits of Class A, 1/8 inch (3.2 mm) for concrete exposed to view and Class C, 1 /2 inch
(13 mm) for other concrete surfaces.
B. Place vapor retarder on prepared subgrade, with joints lapped 6 inches (150 mm) and sealed.
C. Comply with CRSI's "Manual of Standard Practice" for fabricating,. placing, and supporting

D. Install construction, isolation, and contraction joints where indicated. Install full-depth joint-filler

E. Place concrete in a continuous operation and consolidate using mechanical vibrating equipment.

CONCRETE FORMWORK
DESIGN OF FORMWORK -
General:
Design, erect, support, brace, and maintain form-work so it will safely support vertical
' and lateral loads that might be applied, until such loads can be supported by the
concrete structure. ,
Carry vertical and lateral loads to ground by form-work system and in-place
.constriction that has attained adequate strength for that purpose.
Construct form-work so concrete members and structures aze of correct size, shape,
alignment, elevation,~and position.
Design forms and false-work to include assumed values of live load, dead load,
weight of moving equipment operated on the form-work, concrete mix, height of
,concrete drop, vibrator frequency,. ambient temperature, foundation pressures,
stresses lateral stability, and other factors pertinent to safety of the structure
during construction.
Provide shores and struts with positive. means of adjustment capable of taking up
form-work settlement during concrete placing operations, using wedges or jacks
or a combination thereof.
Provide trussed supports when adequate foundatioris forshores and. struts cannot be
secured.
Support form materials by structural members spaced sufficiently close to.prevent
objectionable deflection.
Fit forms placed in successive units for continuous surfaces to accurate alignment,
free from irregularities, and within the allowable tolerances.
Provide form-work sufficiently tight to prevent leakage of cement paste during
concrete placement. Solidly butt joints, and.provide backup material at joints as
required to prevent leakage and prevent fins.
Provide camber in form-work as required for anticipated deflections due to weight
and pressures of fresh concrete and construction loads.
EARTH FORMS
Side forms for footings may be omitted, and concrete may be placed duectly against
excavation, only when requested by the Contractor and approved by the Engineer.
When omission of forms is accepted, provide additional concrete 1" on each side of the
minimum design profiles and dimensions shown on the Drawing.
SURFACE CONDITIONS
Examine the azeas and conditions under which work of this Section will be performed.
Correct conditions detrimental to timely and proper completion of the Work.
FORM CONSTRUCTION
- General: -
Construct forms complying with ACI 347 to the exact sizes, shapes, lines, and
dimensions shown, and as required to obtain accurate alignment, location, grades
and level and plumb work in the fmished structure.

Provide for openings, offsets, keyways, recesses, moldings,. reglets; chamfers,
-blocking, screeds, bulkheads, anchorages, inserts, and other features as required.
Fabrication: '
Fabricate forms for easy removal without hammering or prying against concrete
surfaces.
Provide crush plate or wrecking plates where stripping may damage cast concrete
surfaces: - '
Kerf wood inserts for forming keyways, reglets, recesses, and the like; to prevent
swelling acid assure ease of removal. '
Provide top forms for inclined surfaces where so directed by the Engineer.
Forms for exposed concrete; -
Drill forms to suit ties being used, and to prevent leakage of cement paste around tie
holes. Do no t splinter forms by driving ties through improperly prepazed holes.
Provide sharp, clean corners at intersecting planes, without visible edges or offsets.
Back the joints with extra studs or grits to maintain true square intersections.
Use extra studs, wales, and bracing to prevent objectionable bowing of forms
between studs, and to avoid bowed appeazance in concrete. Do not use narrow
strips of form material, which will produce bow.
Corner treatment:
Unless shown otherwise form chamfers with'/<'x3/4" strips, accurately formed and
surfaced to produce uniformly straight lines and tight edges.
Extend terminal edges to required limit, and miter the chamfer strips at changes in.
direction.
Locate control joints as indicated on the Drawings and, where required but not the
Drawings, as approved by the Engineer.
Provisions for other trades:
Provide openings in concrete form-work to accommodate work of other trades.
Verify size and location of openings, recesses, and chases with the trade requiring
such items.
Accurately place and securely support items to be built into the concrete.
FORM COATINGS
Coat form contact surfaces with form coating compound before reinforcement is placed.
Do not allow excess form coating material to accumulate in the forms or to come in
contact with surfaces which will bond to fresh concrete.
Apply the form coating material in strict accordance with its manufacturer's
recommendations.
REMOVAL OF FORMS
A. General:
1. Do not disturb or remove forms until the concrete has hazdened sufficiently.to

permit form removal with complete safety. ' "
2. Do not remove shoring.until the member has acquired sufficient strength to
support its- own weight, the load upon it, and the added load of construction.
3. Do not strip floor slabs in less then two days. ?,
4. Don not strip vertical concrete in less than seven days.
B. Finished surfaces:
Exercise care in removing forms-from finished concrete surfaces so that surfaces are
not marred or gouged, and those corners are true, sharp, and unbroken.
Release sleeve nuts or clamps, and pull the form ties neatly.
Do not permit steel spreaders, form ties, or other metal to project from, or be visible
on, any concrete surface except where so shown on the Drawings.
Solidly pack'form tie holes, rod holes, and similar holes in the concrete. For packing,
use the cement grout specified in Section 03300 of these Specifications, flushing
the holes with water before packing, screeding off-flush, and grinding to match
adjacent surfaces:

Bazs:

Welded wire fabric:
Provide welded steel, complying with ASTM A 185.
Welding electrodes:
Comply with AWS A5.1 low hydrogen, E70 series.
Bolsters, chairs, spacers, and other devices for spacing; supporting, and fastening
reinforcement in place:
Use wire baz type supports complying with CRSI recommendations, unless other
wise shown on the Drawings.
Do not use wood, brick, or other non-complying material.
For slabs on grade, use supports with sand plates or horizontal runners where base
material will.not support chair legs.
For exposed-to view concrete surfaces, where legs of supports are in contact with
forms, provide supports with either hot-dip galvanized prplastic-protected legs.
FABRICATION
General:
Fabricate reinforcing bazs to conform to the required shapes and dimensions, with
fabrication tolerances complying with the CRSI Manual.
In case of fabricating errors, do not straighten or re-bend reinforcement in a manner
that will weaken or injure the material.
Reinforcement with any of the following defects will not be acceptable.
Bar lengths, depths, and/or bends exceeding the specified fabrication tolerances:
Bends or kinks not shown on the Drawings; ,
. Bars with reduced cross-sectioned due to excessive rusting or other cause.
SURFACE CONDITIONS ..
General:
Comply with the specified standards for detail and method of placing reinforcement
and supports, except as may be modified herein.
Clean reinforcement to remove loose rust and mill scale, earth, and other materials,
which reduce or destroy bond with concrete.
Position, support, and secure reinforcement against displacement by formwork,
construction, and concrete placing operations. --
Locate and support reinforcement by metal chairs, runriers, and bolsters. Spacers, -and
' hangers, as required. "
Place reinforcement to obtain minimum coverage for concrete protection.
Arrange, space, and- securely tie arts and bar supports together with the specified tie
wire.
Set wire. ties so twisted ends aze directed away from exposed concrete surfaces.
Install welded wire fabric in as long lengths as practicable, lapping adjoining pieces at
least one full mesh.
Provide sufficient numbers of supports, and of strength to carry the reinforcement.
= Do not place reinforcing bazs more than 2" beyond last leg of any continuous baz support.

Do not use supports as bases for runways for concrete conveying equipment and similaz
construction loads. -
SPLICES
Lap splices:
, Tie securely with the specified wire to prevent displacement of splices during
placement of concrete.
Splice devices:
Obtain the Engineers approval prior to lising splice devices.
Install in accordance with manufacturer's written instructions.
Splice in a manner developing at least.125% of the yielding strength of the bar.
Welding:
Perform ion accordance with AWS, D1.4-79.
Do not splice bazs except at locations shown on the Drawings, except as otherwise
specifically approved by the Engineers. .
TESTING
Samples:
Samples for physical tests of reinforcement will consist of at least two pieces, each
18" long, of each size of reinforcement steel; selected by the testing agency from
material at the building site or at the fabricator's or supplier's yazd.
Material to be sampled at the building site shall have been delivered thereto at least
72 hours before it is needed.
Tests:
Where samples are taken for bundles as delivered from the mill, with the bundles
identified as to heat number, and provided mill analyses accompany the report,
then one tensile test and one bend-test will be made from a specimen of each ten
tons or fraction thereof of each size of reinforcement steel. -
Where positive identification of the heat number cannot be made, or where random
samples are taken, then one series of tests will be made from each 2-1/2 tons or
fraction thereof of each size of reinforcement steel.

ELECTRICAL AND COMMUNICATIONS SPECIFICATIONS
GENERAL:
This specification including- the Scope of Work and the project documents covers
the electrical installatiori.
The electrical construction contractor (ECC) shall be interpreted as the party who will
be directed to use this specification and the project documents for work described
herein.
The General Contractor for this project shall submit sufficient documentation to the
Owner for prior approval of theselected ECC, in accordance with the section covering
Electrical Construction Contractor (ECC) Qualifications. Rejection by the Owner of
the proposed ECC will result in -the Contractor being required to resubmit another
ECC for prior approval without any additional costs to the Owner nor any contract
time extensions granted to the Contractor.
The ECC shall famish, construct, and install the electrical and communication
facilities as further described in .these the Electrical specifications and project
documents. Drawings supplied aze general guidelines and not electrically specific in
nature but aze dependent upon detail drawings as submitted by the ECC in accordance
with provisions of this specification.
• Any miscellaneous or additidnal material beyond that listed or shown on drawings
required or the completion of work, shall be fiunished and installed by the Contractor.
Electrical systems not shown are existing systems out of service and no work is
intended on those systems in this contract except for removal and disposal. .
The Electrical Drawings and Specifications under this division shall be made a part of
the contract documents. The drawings and specifications of other divisions of this
contract, as well as supplements issued thereto, information to bidders, and other
pertinent documents issued by the Owner's Representatives are a part of these
drawings and specifications and shall be complied with in every respect. All of the
above documents will be on file at the office of the Owner's Representativesand shall
be examined by all bidders. Failure to examine all documents shall not relieve the
bidder of any responsibility nor shall it be used as a basis for additional compensation
due to omission of details of other divisions from the electrical documents.
Furnish all work, labor, tools, superintendence, material, equipment; and operations
necessary to provide for a complete and workable electrical system as defined by the
contract documents. Contractor shall be responsible for visiting the site and checking
the existing conditions. He shall also ascertain the conditions to be met for installing
the work and adjust bid accordingly.
It is the intent of the contract documents that upon completion of the- electrical
work, the entire system shall be in a finished workable condition.
All work that maybe called for in the specifications but not shown on the drawings,

or, all work that maybe shown on the drawings but not called for in the specifications,
shall be performed by the Contractor as if described in both. Should work be required
which is not the intent thereof; then, the Contractor shalPperform all such work as
fully as if it were specifically set-forth ih the contract documents.
The use of the word "fumish" or install" or "provide" shall be taken to mean that the
item or facility is to.be both furnished and installed under this section unless
specifically stated to the contrary; that the item or facility is to be furnished under
another section and installed under this section; fumished under this section and
installed in another section; or furnished and installed under another section.
The use of the term "as (or where) indicated' ; "as (or where) specified' ; or "as (or
where) scheduled" shall be taken to mean that the reference is made to the contract
documents, either under the drawings or the specifications, or both documents:
INSTALLATION
The ECC shall furnish all electrical wire, cable, conduit, fittings, terminals, electrical
junction boxes etc., which is required by the furnished documentation and shall
perform continuity tests on all wiring systems.

Where catalog numbers of equipment are stated on the drawings and/or specifications,
no substitutes will be accepted unless approval is given by the Owner in writing.
All conduit, panelboazds light fixtures etc., shall be adequately supported. Attachments to
the building. shall- not be made with the use. of wood or leather-plugs .unless otherwise
specified. Perforated extension strap hangers will not.be permitted on any part of the work.
EQUIPMENT IDENTIFICATION
Engraved plastic nameplates aze to be installed on panelboazds control devices, and
disconnect switches. Nameplates aze to beaz the item number (and descriptive name where
applicable) of the equipment. See nameplate schedule. Nameplates are to be attached with
stainless steel screws suitable for permanent attachment on outdoor service.
Field installed terminal points shall be neatly marked with the correct work.number using
waterproof ink. Pencil mazkin2 is not acceptable. All-active terminals will be mazked.
GROUNDING
The grounding system shall be installed in accordance with the latest edition of the National
Electrical. Code.
Except as otherwise noted on the drawings all- underground connections shall be made using a
"Cadweld" connector.
All conduits panels, cabinets, transformers,- motors, junction boxes, and other electrical
equipment shall be permanently and securely connected to the grounding system as shown on
the drawings and/or specified herein.
Conduit system shall not be used for ground path. Motors and other electrical equipment in
elevated locations shall be grounded with a separate ground wire run in their power conduit.
Wire shall be single conductor stranded copper with green insulation and shall be attached to
the equipment frame with Burndy type "GB" connectors.
Grounding connections shall be of an approved type with high copper alloy bodies and silicon
bronze bolts; nuts and lockwashers.
After completion of the grounding system, the resistance of the grounding network to earth
shall be measured and recorded.. Measurements shall be made using the 3-piobe method.
Resistance is not to exceed 5 OHMS (unless otherwise noted on the drawings) or else
additional ground rods shall be installed and additional tests performed to.achieve 5 OHMS
ground resistance.
All new electrical equipment and other specific structures shown on the drawings shall be
effectively grounded. Specific requirements are shown on the grounding drawings.

CONDUIT
Where vertical risers are needed, the vertical portion, including the ell shall be rigid copper
free aluminum. Concrete shall envelope the. riser to a minimum height of 12 inches above
grade and top shall be sloped to drain moisture. Sonotube forms may be used.
No conduit fittings, other than couplings and PVC-to-rigid .adapters, shall be installed
underground. Contractor shall probe at locations where underground obstruction may exist to
determine location before using trenching equipment. To prevent damage, hand excavation
will be used as -
necessary.
WIRE AND CABLE
• Wire: All wire shall be soft drawn, annealed copper wire with a conductivity of not less
that 98 percerit ofthat ofpure copper. Each wire shall be continuous without weld, splice
orjoint throughout the length. It shall be uniform incross-section, free from flaws, scales
and other imperfections. All wire shall carry Underwriters' laboratory label.
• Wire Size: No wire smaller than INTO. 12 AWG shall be used, except as herein specified or
noted on the drawings, all wire shall be stranded. Control wiring may be No. 14 AWG
Stranded Copper.
• Connections: Branch circuit joints or splices shall be made electrically and mechanically
secure with nylon insulated pressure connectors. Connectors normally furnished with
motor controllers, panels, etc., may be used for feeder terminations. Other feeder
connectors shall be bolted, wedge type, or compression type.
• All wiring systems shall be installed in conduit unless otherwise shown on the drawings or
specified herein.
• All wire shall be identified by surface marking indicating voltage, insulation, temperature
rating, manufacturer and .U/L approval.
• A color scheme for an easy identification of circuit conductors shall be predetemilned and
adopted for each wiring system. All wiring shall be marked with wire mazkers. The color
schemes shall be as follows:
120/240 Volts-Phase A -Black _ 480 Volts-Phase A -Orange
120/240 Volts-Phase B -Red 48.0 Volts-Phase B -Brown
120/240 Volts-Phase C -Blue 480 Volts-Phase C -Yellow
Neutral -White Neutral -White Mazker
Ground - Greeri Ground -Green
• Grounding conductor.shall be single conductor baze stranded soft drawn copper.
• Branch circuit wiring shall be run continuous from outlet to outlet.
• Mains; feeders and risers shall be run the entire length without joints or splices.
• No wire or cable shown on the drawings or described by the specifications shall 6e pulled
until the entire conduit system between terminal points for the wire or cable has been
completed. Each conduit run should be swabbed prior to pulling conductors to insure
there aze no obstructions in conduit system that might damage conductors. Wire and cable
shall not be allowed to be exposed. or remain exposed to the weather.
• Immediately after wire or cable has been pulled into a conduit, all conduit filling covers,

seal covers, equipment and junction box covers shall be put into place and tightened to
prevent entry of moisture, dirt, etc. Each individual wire color shall. be consistent
throughout the entire length of its circuit. '
For connections to electrical equipment, all stranded cable shall be equipped with cable
lugs ofthe mechanical solderless type.All wire and cable entering panelboazds, wireways,
motor control centers, etc., shall be neatly grouped, formed, and laced with cord or nylon
tie-wraps to provide a neat and orderly appeazance.
All lighting panel schedules shall be typed and mounted on the panel door.
LIGHTING
Furnish and install. all the outdoor-indoor lighting fixtures, lamps, and related
accessories, at locations shown on the drawings.
All- lighting fixtures shall be clean and lamped with new lamps at the time of final
inspection.
IDENTIFICATION OF WIRING
The Contractor shall meet all conductor identification requirements of the National
Electrical Code and shall provide feeder/circuit identification as follows:
• At termination points of all power feeder/subfeeder wiring. where identification is not
appazent without tracing the wire beyond the enclosure in which it terminates.
• At termination points of all control wiring utilizing wire numbering defined on the
drawings or specified by the Engineer. ,
• Neutrals and equipment grounding conductors shall be identified as specified above.
• At junction boxes or pull boxes through which feeders, sub-feeders, or control wires pass
whether spliced at such locations or not:
• At any other locations deemed necessary by the Engineer.
Wording or numbering used shall be readily identifiable by personnel unfamiliar with
the installation but who may possess copies of the construction drawings for reference.
TESTING
All necessary tests and adjustments for the proper operation of the electrical system shall be
performed by the Contractor with instruments furnished by him for this purpose. The tests
shall be witnessed and approved in writirig by the Owner's.representative.
All testing of power conductors excluding branch lighting and receptacle circuits, shall be
witnessed by the Engineer. Contractor will contact Engineer to schedule date and time of
testing.
LOW VOLTAGE WIRING TEST (600V)
When the low voltage wiring (600V) has been pulled in and before tying into circuit breakers,
etc., tests must be made on all conductors. The ECC shall test each conductor to ground and
between conductors on each conduit run with a I,000V DC;`Megger".

Insulation should show a resistance reading of 1 ~0 megohms or higher. Any conductor(s) in a
conduit. that shows a significantly lower resistance than the other conductors in the
same conduit must be thoroughly checked and replaced by the Contractor if the fault is within
the conduit. -
Ariy cable which fails under operating conditions and which was damaged by the Contractor
shall be replaced at his own expense.
Existing conductors which are-being utilized or reconnected to existing or riew equipment
shall be tested in the same manner as new wire installations. If conductors fail to meet the
standards set by these specifications it will be decided by the Engineer if existing conductors
will be replaced.
Megger transformer windings for grounds and moisture accumulation per manufacturer's
recommendations. Where evidence of moisture accumulation is found, equipment must be
dried and re-tested before being placed in operation.
Circuit breakers, switches, relays, and other equipment shall be checked for loose connections
(both mechanical and electrical) and to see that contacts and working parts are correctly
aligned and free from dust and foreign matter..
Afrer installation; the system must be functionally tested by the manufacturer to insure proper
operation. The test shall include, but not be limited to:
• Megger (TM) test of control wiring and power circuits at 1000 VDC.
• Calibration of the over-current and overload circuits to operate within the manufacturer's
published specifications.
• Phasing and phase rotation test to insure the power circuits are wired properly.
• Functional test of the entire panel to assure that each function operates as intended. At the
conclusion of the testing work, furnish the original test reports and six copies to the Engineer
for approval. All testing and verification shall be witnessed by the Engineer, as the Owners'
representative, at the Owner's option.
SYSTEM CHECKOUT
The Contractor shall be responsible to make a thorough check for wiring accuracy, correct
adjustments, etc., and shall perform operational tests of all motors, lights, and all other
electrical devices. All such equipment must be operating to the satisfaction of the Owner's
Representative as to completion of the work.
The Contractor shall perform complete systems tests and checkout on all areas of work to
assure that all systems are complete and functional. This work includes equipment which has
been furnished for installation by the Contractor as well as equipment furnished by. the
Contractor.
All construction and installation shall be inspected for completeness by the Owner's inspector
prior to submission for acceptance. Owner shall provide a punch list of deficiencies, which
the Contractor shall correct before final acceptance of construction is issued;
The Contractor shall submit each installation to the appropriate field inspector for acceptance.

Inspector approval shall be required for each item.
CLEANUP AtND MATERIAL DISPOSITION .< `
The Contractor shall completely clean the azea of all scrap material, boxes, crating
material, etc., and shall dispose of it at an azea designated by the Owner's Representative.
AS BUILT DRAWINGS
The Contractor shall maintain and protect at the job site a separate set of white prints of the
electrical and instrument contract drawings for the sole purpose of recording with colored
pencil "as-built" changes and diagrams of those portions of the work in which actual
construction is significantly at variance with the contract drawings. At the conclusion of the
project, an additional set of such record prints shall be prepared and both sets delivered to the
Engineer. (See Pazagraph 7) Payments and Completion. ~ '
WORKING DRAWINGS FOR APPROVAL
Prior to famishing any material or equipment or performing related work, the Contractor shall
submit six (6) sets of detail drawings and related data required by the governing specification.
Working or shop drawings for equipment and materials shall be dated, and shall show on the
label the Project, the equipment or materials, and the location where they aze to be used.
Within thirty (30) days after awazd of contract the Contractor shall submit to the Engineer
control schematic drawings covering operational, protective; communication and annunciator
wiring.
ELECTRICAL CONSTRUCTION CONTRACTOR (ECC) QUALIFICATIONS
To be considered as an acceptable ECC contractor, the proposed ECC must provide
documentation of the personnel working on this project with experience, training and
skill to provide a practical working system.
SUBMITTALS
Use of equipment other than as specified will require written approval by the Engineer
ten (10) days prior to bid submittal. ~ `
CUTTING AND PATCHING
Contractor shall be responsible for all cutting, fitting, and patching required to
complete work.
' Provide routine penetrations of nonstructural surfaces for installation of duct or
conduit. •
Submit a written request to Engineer well in advance of executing any cutting or
Alteration which affects:
Structural value or integrity of any element of the Project.

Specifications Sections for procedures in closing out the work.
A final payment will be made when all work is completed.
FINAL INSPECTION
When Contractor considers the Work is complete, he shall submit written
certification that
1. Contract documents have been reviewed.
2. Work has been inspected for compliance with contract documents.

3.' Work has been completed in accordance with contract documents.
4• Work is completed and ready for final inspection.
The Engineer will make an inspection to verify the status of completion
with reasonable promptness after receipt of such certification.
Should the Engineer consider that the work is incomplete or defective:
1. Engineer will promptly notify the Contractor in writing, listing
the incomplete or defective work.
2. Contractor shall take immediate steps to remedy the stated
deficiencies and send a second written certification to Engineer
that the work is complete.
3. Engineer will re-inspect the work. .
When Engineer finds that the work is acceptable under the contract documents, he will request the
Contractor to make closeout submittals.

switch with the door projecting through the fence.
2• The wiring information for terminating all circuits on the generator shall be the
responsibility of the contractor.

4. Change the color code on 277/480 volt system to Phase A -Brown; phase B =purple;
Phase C -Yellow; Neutral - Gray or White and Ground -Green.
5. Only qualified electrician (Journey or Master may be in the high voltage area while -the
primary is :energized. _
6. Proper PPE and FR Clothing, Gloves, Tools, and Eye Protection will be required. This
equipment will be furnished by the contractor and not by the City of Port Arthur.
