Currently citizens are required to maintain their
alleys. Environmental Health issues notices to owners
regarding grass and other debris in alleys. When the
city has to cut and clean an alleyway we billed the
owners for the work.
A program was initiated in the past in which the city
provided inmates to clear up the alleys for citizen s at
no cost. This was done at least twice. It was the hope
of the City that once th e alle ys were cleaned up the
citizens would maintain them. This h owever has not
happened.
AI.1eys have been an ongoing issue for the city. Some
c:it=izens are actually maintaining their alleys and a lot
of others are not. A lot of c itizens are under the
impression that the city has the responsibility of
rna=int:aining the upkee p of all the alleys in the city.
`Ct~~e City of Beaumont requires citizens to maintain
easements and right-of ways which are considered alleys,
as we do.

Ite: Report on Enforcement of Parking in Front Yard
Since November 2009, a total of 90 locations were cited
Eo:r violations. A total of 8 cases were filed on in
Mu:~i_cipal Court during that time period. Since that time
we have had a reduction in cases being brought to court.
Only 3 cases were filed on since that time.
The initial efforts by staff have made an impact on the
lower numbers. However there are still problems out
there and we are making the .effort to cite and enforce
the ordinance. We will no longer issue warnings
regarding this problem.
This is an ongoing process of catching violators. We are
patrolling and taking complaints from citizens of
violat=i_ons _in addition to addressing other environmental
violations in the city. ]. find that a lot of the parking
violat=ions occur at night and on the weekends. During
those times we rely on the Police Department to handle
those violators.
We will continue to enforce and prosecute any one found
i.n violation of our ordinance.

The following written requests for future agenda il:ems were made at the Tuesday, March 23, 2010
Regular City Council Meeting:
Councilmember Williamson:
Ong behalf of Councilmember Albright and Councilmember Beard, Councilmember Williamson requested
a workshop delineating the City's Purchasing Policies and Procedures,
Councilmember Beard:
Reported that the ditch and culvert on Wilson and Gisele (Montrose Addition) has collapsed.
Councilmember Beard requested street resurfacing information for Wilson Street.
2. Reported that Drainage District Number 7 (DD#7) has been using Cambridge Road (Lakeside
Addition) to access the Alligator Bayou Pump Station. Requested information on prospective
street repairs by the DD#7.
3. Reported that dump trucks and heavy equi~-ment to the Business Park and Triangle Waste have
impacted the street condition of Jade Avenue in Port Acres. Councilmember Beard requested a
report on the street condition of Jade Avenue.
4. Requested conducting a workshop to discuss policies and practices in neighborhoods for sewer
programs, and new construction, repair and rehabilitation.
