Richard, Fire Chief Re: Proposed Resolution 15848 Date: April 20, 2010 COMMENT RECOMMENDATION , The Fire Department recommends that the City Council authorize the City Manager to reject all bids for purchase and installation of emergency generators at Central Fire Station and Fire Station Number One, and authorize rebid of the project. BACKGROUND The City Council approved acceptance of a Supplemental Environmental Project (SEP) to fund purchase and installation of emergency generators at Central Fire Station and Number 1 Fire Station at the January 26, 2010 City Council meeting. The Purchasing Deparment opened bids on March 10, 2010 with six vendors bidding on the project. All bids exceeded the amount budgeted for the project. The low bidder did not meet all specifications of the project. The Fire Department will adjust the specifications of the project and rebid the project with expectation of completing the project within budget. Cost of project as bid: Gulf Coast Generators, Beaumont, TX $ 112,245.00 Jefferson Electric, Beaumont, TX $141,670.00 A & A Electric, Beaumont, TX $145,664.00 Veritas Supply Inc., Houston, TX $170,511.00 A-1 American Fence, Inc., Port Arthw, TX $222,577.00 Emerson Builders, Brea, CA $226,748.60 BUDGET/FISCAL EFFECT None STAFFING/EMPLOYEE EFFECT None SUMMARY The Fire Department recommends that the City Council authorize the City Manager to reject all bids for purchase and installation of emergency generators at Central Fire Station and Fire Station Number One, and authorize rebid of the project. A RESOLUTION AUTHORIZING THE CITY MANAGER TO REJECT ALL BIDS FOR THE PURCHASE AND INSTALLATION OF GENERATORS AT CENTRAL FIRE STATION AND FIRE STATION NUI48ER 1 AND AUTHORIZATION TO REBID. WHEREAS, the City Council approved acceptance of a Supplemental Environmental Project (SEP) to fund purchase and installation of emergency generators at Central Fire Station and Number 1 Fire Station at the January 26, 2010 City Council meeting; and WHEREAS, the Purchasing Department opened bids on March 10, 2010, with six vendors bidding on. the project; and WHEREAS, .all bids exceeded the amount budgeted for the project, and the lowest bidder did not meet all the requirements of the bid specifications; and WHEREAS, the Fire Department will adjust the specifications of the project and" rebid the project with expectation of completing the project within budget. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That`the City Manager is hereby authorized to reject all bids. P Section 3. That the Purchasing Department is authorized to rebid the project with new specifications with the expectation to lower the cost of the project within budgeted amounts. ' Section 4. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
