This change order simply deals with changing the Davis-Bacon Labor Classification and Minimum Wage Scale to reflect the trades on this project. This Change Order will not change the contract amount or contract time. BACKGROUND City contracts routinely utilize Davis-Bacon Wage Rates for vazious types of projects. These wage scales vary from project to project, especially for plant-site projects vs. off-site work. Apparently, the scale provided with our bid documents did not reflect all the trades to be used on this project. Our consultant has provided a-new Davis-Bacon Labor Classification and Minimum Wage Scale that does reflect these trade classifications. Being a contractor that routinely works on all types of projects, ALLCO, Ltd. acknowledged the proper wage scale and is not requesting any change in contract amount or time. This is an ARRA grant project that includes substantial rehabilitation and expansion work at our lazgest WWTPs. Change Order No. i simply replaces the original classification and wage scale. BUDGET/FISCAL EFFECT Change Order No. 1 does not change the contract amount or contract time. STAFF/EMPLOYEE EFFECT None. P.R. No. 15847 04/14/10 RESOLUTION NO. A RESOLUTION AUTHORIZING THE EXECUTION OF CHANGE ORDER NO. ONE TO THE CONTRACT RELATED TO THE MAIN AND PORT ACRES WWTP REHABILITATION PROJECT, CPA-490, CONTRACTNO. S. (NO CHANGE IN CONTRACT AMOUNT OR TIME). WHEREAS, the City Council of the City of Port Arthur has awarded the contract for the Main and Port Acres WWTP Rehabilitation Project, CPA-490, Contract No. 5 to ALLCO, Ltd., in Resolution No.09-512; and, WHEREAS, Arceneaux & Gates Consulting Engineers, Inc., as Owner's representafive, has prepared, reviewed, and recommends approval of Change Order No. 1, copy attached hereto and made a part hereof as Exhibit "A", changing the Davis-Bacon Labor Classification and Minimum Wage Scale to reflect the trades on this project; Not changing the contract amount or contract time; NOW THEREFORE, , BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the City Manager be authorized to execute Change Order No. 1 (Exhibit "A") to the referenced contract, changing the Davis-Bacon Labor Classification and Minimum Wage Scale to reflect the trades on this project; and, THAT the total contract amount is NOT CHANGED by this Change Order; and, THAT the contract time is NOT CHANGED by this Change Order; and, THAT no other conditions or covenants of the contract aze changed or waived by this Change Order; and, THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council. This change order is to change the Davis-Bacon Wage Rate from the decision included in the contract documents to the wage rate decision that better reflects the trades on the project. The original wage rate decision did not provided for most of the trades involved in the project. The change to the contract for this change order is $0.00 and no time extension. Please present this change order to the City Council for approval so the Contractor can begin using • these rates in their payroll. After Council approval and execution by the City, please return a copy to Arceneaux 8 Gates for our records and further distribution to the Contractor.
