R. 15890 RECOMMENDATION: I recommend City (:ouncil adopt Proposed Resolution 15890 for the execution of a contract for the asbestos abatement and demolition of eight (8) structures. BACKGROUND: The Texas Department of Housing and Community Affairs (TDHCA) is providing funding for the redevelopment of abandoned and foreclosed homes and residential properties as authorized by the Housing and Economic Recovery Act of 2008. The City of Port Arthur has been approved to receive $2,322,948 of Neighborhood Stabilization Program (NSP) funding. The City of Port Arthur shall carry out all acquisition of needed real property, easements, and/or rights-of-way in compliance with Real Property Acquisition Policies Act of 1970. Listed below are the eight (8) structures to have asbestos abatement and demolition: 440 Mobile 523 W. 9t" Street 923 5t" Street 1543 9t" Street 2341 4t" Street 910 Foley BUGET'ARY/FISCAL EFFECT: 1037 Herget 1525 13t" Street The 2010 NSP Program funds; account number 129-1435-554.54-00; Project NSP001 will be used to provide funding for these projects. STAFFING/EMPLOYEE EFFECT: Housing Administr<~tion staff will be responsible for administering the contract. SUMMARY: I recommend City Council adopt Proposed Resolution 15890 authorizing the City Manager to enter into a contract between for the asbestos abatement and demolition of eight (8) structures. P. R. 15890 5/13/10 - MM/Housing RESOLUTION NUMBER A RESOLUTION AUTHORIZING THE EXECUTION OF A CONTRACT FOR THE ASBESTOS ABATEMENT AND DEMOLITION OF EIGHT (8) STRUCTURES FOR. THE NEIGHBORHOOD STABILIZATION PROGRAM (NSP), ACCOUNT NO. 129-1435-552.54-00, PROJECT NO. NSP 001. WHEREAS, the Texas Department of Housing and Community Affairs (TDHCA) is providing funding for the redevelopment of abandoned and foreclosed homes and residential properties as authorized by the Housing and Economic Recovery Act of 2008; and, WHEREAS, Pursuant to Resolution 09-457, the City of Port Arthur entered into a contract and has been approved to receive $2,322,948 of Neighborhood Stabilization Program funding; and, WHEREAS, eight (8) structures have been identified and purchased by the City of Port Arthur for the proposed land banking program; and, WHEREAS, it is necessary to provide the asbestos abatement and demolition for each of the eight (8) properties; now, therefore BE I'T RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the City Manager of the City of Port Arthur is hereby authorized to enter into a contract for ;asbestos abatement and demolition as delineated in Exhibit'~A", in an amount. not to excE~ed $50,000. THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
