Laboratories & Engineering to perform Quality Control Testing Services for City of Port Arthur Flexible Base Street Repair Projects, Groups A, B, & C in the amount of $12,100. BACKGROUND: The flexible base material and the flexible base -asphalt mixture must be tested for moisture and density control to establish a firm base structure for the roadway.. T. & N. Laboratories & Engineering will provide the Quality Control Testing to determine and monitor the structural integrity of the flexible base material placed and compacted to the proper density. The amount of this contract is $12,100 which includes all the projects. BUDGETARY/FISCAL EFFECT: Funding is available in 001-1201-531.54-00 EMPLOYEE/STAFF EFFECT: None. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH T. & N. LABORATORIES AND ENGINEERING OF BEAUMONT, TEXAS TO PERFORM QUALITY CONTROL TESTING SERVICES FOR THE CITY OF PORT ARTHUR FLEXIBLE BASE STREET REPAIR PROJECTS. FUNDING BEING AVAILABLE IN ACCOUNT 001-1201-531.54-00. WHEREAS, the City requires that all base materials be tested for proper compaction during construction; and, WHEREAS, T&N Laboratories and Engineering can perform this service for a lump sum price of $12,100 (see attached exhibit "A"); now, therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the City Manager is hereby authorized to execute an agreement with T&N Laboratories and Engineers of Beaumont, Texas to perform quality control testing services for the Flexible Base Street Repair Projects for the lump sum price of $12,100; and, THAT, funding is available in account 001-1201-531.54-00; and THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council. Our estimate is based on the following assumptions: 1) moishu•e/density testing every 250 feet. 2) Oue (1) proctor sample collected per roadway. 3) Twenty Nine (29) trips to complete field testing. Please remember that this is only an estimate. Due to factors beyond ow• control such as weather, unforeseen conditions, subcontractor expertise, etc..., the cost of our services may vary from the estimated amount. It is proposed to accomplish "Q/C Testing" on a unit-price basis in accordance with the attached "Qrtrriity Control Fee Sciredtrle': T&N's fee would be determined by actual amount oftechnica( time expended on the project and laboratory Q/C testing performed during constnrction phases for an estimated fee of Twelve Thousand One Hundred Dollars ($12,100.00) ivithorrt~riot• approval.
