Authorization to amend the existing contract with Mr. Dohn LaBiche, Architect
RECOMMENDATION:
It is recommended that the City Council approve Proposed Resolution No. 16018, authorizing a
contract amendment with Dohn LaBiche, Architect, to oversee the replacement of two multi-
zone air handling units for the health department.
BACKGROL7ND:
The City of Port Arthur has been awarded $660,000 in Hurricane Ike Recovery Social Service
Block Grant (SSBG) funding to renovate/repair the health department facility. During the design
development phase of the project, it was determined that the existing air handler will not support
the additional renovated space. This contract amendment will authorize Mr. LaBiche to oversee
the design, development and installation phase of this project. This project must be completed
by August 3 l , 2010.
STAFF'ING/EMPLOYEE EFFECT:
None.
BUDGETARY EFFECT:
Funds ,are available through Social Service Block Grant funding (SSBG) in the amount of
$660,000 account no. 131-1021-514.59-00, SSBG-l.
SUMMARY:
It is recommended that the City Council approve Proposed Resolution No. 16018, authorizing a
contract amendment with Dohn LaBiche, Architect, to oversee the replacement of two multi-

RESOLUTION NO.
A RESOLUTION TO AMEND THE EXISTING CONTRACT
WITH DOHN LABICHE, ARCHITECT, TO OVERSEE THE
DESIGN AND REPLACEMENT OF TWO MULTI-ZONE AIR
HANDLING UNITS IN THE HE;ACTH DEPARTMENT
WHEREAS, the City of Port Arthur has been awarded Social Services Block Grant
funds to renovate/repair the health department faciility located at 449 Austin Avenue; and,
WHEREAS, Mr. Dohn LaBiche, Architect, entered into contract with the City of Port
Arthur to act as an architect for the repairs/renovations for the health department facility for an
amount not to exceed $100,000, plus reimbursable expenses which are estimated to be less than
$4,500, per Resolution No. 10-079 dated March 9, 2010; and,
WHEREAS, during the design developmE;nt phase of this project, it has been determined
that the two multi-zone air handling units will need to be replaced in the health department to
support the renovation project; and,
WHEREAS, this contract amendment will authorize Dohn LaBiche, Architect, to
proceed with overseeing the project to replace the two multi-zone air handling units should this
be outside of the scope of work that is delineated in the existing contract with the City of Port
Arthur.
WHEREAS, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL

Section 2. The City Council. hereby authorizes an amendment to the existing contract
with Dohn LaBiche, Architect, to oversee the project to replace two multi-zone air handling units
in the health. department.
Section 3. That a copy of the caption of this Resolution be spread upon the Minutes
