SUBJECT: Proposed Resolution No. 15936
RECOMMENDATION
The City Manager recommends the City Council enter into an agreement with Camp Dresser & McKee
(CDM) of Austin, Texas to conduct surveys and other tasks to determine low to moderate income (LMI)
levels in designated parts of the City of Port Arthur for an amount not to exceed $25,000.00.
BACKGROUND
The City of Port Arthur is eligible for Hurricane Ike Round 2 CDBG funds. LMI areas of the City will
be the first in which. these funds are to be spent. There are several areas of the City that are believed to be
more than 51 %LMI, although not designated as LMI from the current census maps. To make this
determination, a door to door survey must be conducted, as well as other tasks. CDM is doing this very
job for Galveston County and others in the Houston area. CDM will have two staff on site for this
endeavor at a cost of $60.00 per hour.
BUDGETARY AND FISCAL EFFECT
Funds are available in account 001-1003-512.00 Project. M97903
STAFFING EFFECT
Adam Saunders, Civic Center Director, will work with CDM in assisting where needed to complete the
task~~.
SUMMARY

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER
INTO A CONTRACT WITH CAMP DRESSER & MCKEE TO
DETERMINE LOW TO MODERATE INCOME LEVELS IN
DESIGNATED AREAS OF THE CITY IN AN AMOUNT NOT TO
EXCEED $25,000; FUNDS ARE AVAILABLE IN ACCOUNT NO. 001-1003-
512.00, PROJECT NO. M97903
WHEREAS, the City of Port Arthur is eligible for Hurricane Ike Community Development
Block Grant bound 2 funds; and
WHE',REAS, a majority of the projects must benefit Low to Moderate Income Residents, and
WHEREAS, the City of Port Arthur needs to determine low to moderate income levels ~
designated areas of the City in order to qualify; and
WHEREAS, the current census information maybe inaccurate for these designated areas; and
WHEREAS, door to door surveys and other tasks are required to make this determination; and
WHEREAS, the City solicited bids from eleven. firms to complete surveys for the determination
of low to moderate income levels in designated areas of the City; and
WHEREAS, only one quote was received from Camp Dresser & McKee of Austin, Texas as a
qualnfied pro;Fessional company that is experienced in conducting these types of surveys and has been
utilized in Galveston County and others in the Houston area; and
WHEREAS, Camp Dresser & McKee will do this job for an amount not to exceed $25,000 with
two staff on site at a cost of $60.00 per hour.
NOW `THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR:
Section 1. That the facts and opinions in the: preamble are true and correct.
Section 2. That, the City Council deems it is in the best interest of the City to authorize the
City Manager to enter into a contract in a format to be approved by the City Attorney between the City of
Port :Arthur and Camp Dresser & McKee in substantially the same form as attached hereto as Exhibit 1,
to conduct door to door surveys and other tasks to determine low to moderate income levels within the
City in an amount not to exceed $25,000.
Sectic-n 3. That, a copy of the caption of this Resolution be spread upon the Minutes of the
City Council.
