RECOMMENDATION:
I recommend that the City Council adopt Proposed Resolution 16081 authorizing an extension
of the performance period between the City of Port Arthur and Lamar State College Port
Arthur.
BACKGROUND:
Lamar State College was originally awarded $10,000.00 for educational assistance. A balance
of $7,696 exists in the project and Lamar State College Port Arthur has made a request to
extend its current CBDG contract performance period to September 2011.
BUDGETARY /FISCAL IMPACT:
By adoption of Resolution Number 09 -310 (approval of 2009 -10 Community Development
Block Grant Projects), the City Council obligated itself to provide CDBG funds to Lamar State
College Port Arthur.
STAFFING /EMPLOYEE EFFECT:
Funding will not have an effect on our staffing level.
SUMMARY:
I recommend that the City Council adopt Proposed Resolution 16081, which approves an
extension of the performance period in the contract between the City of Port Arthur and Lamar
State College Port Arthur.

RESOLUTION NUMBER
A RESOLUTION EXTENDING THE PERFORMANCE PERIOD OF LAMAR
STATE COLLEGE COMMUNITY DEVELOPMENT BLOCK GRANT CONTRACT
TO SEPTEMBER 1, 2011.
WHEREAS, the City Council has adopted the 2009 Community Development
Block Grant Program by Resolution 09 -310, which includes $10,000 for financial assistance to
lower income students attending Lamar State College Port Arthur, Texas; and,
WHEREAS, Lamar has a balance of $7,696 of Community Development Block
Grant Funds and has requested to extend contract date from July 27, 2010 to September 1,
2011; and,
WHEREAS, education assistance provided by LAMAR STATE COLLEGE
must principally benefit low and moderate income persons as has been
determined by the parties and is established under the guidelines of the Housing and
Community Development Act of 1974, as amended; therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR:
THAT the performance period of the contract with Lamar State College is
extended from July 27, 2010 to September 1, 2011, or until such funds are exhausted whichever
comes sooner, unless terminated as otherwise provided with the contract.
THAT the City Manager is authorized to execute an amendment as
outlined herein and further described in the attached contract in substantially the same
form as Attachment 1; and,
THAT a copy of the caption of this Resolution be spread upon the minutes of
the City Council.
READ, ADOPTED AND APPROVED this day
of A.D., 2010 at a Regular Meeting of the City Council of the City

RE: ADDENDUM TO REQUEST FOR CONTINUATION OF CDBG CITY OF PORT
ARTHUR SCHOLARSHIP PROGRAM
Lamar State College — Port Arthur is requesting that we continue to use the awarded
grant of $10,000 for the September 1, 2010 award year. These funds would provide
students with the opportunity to continue their education by awards grant through the
City of Port Arthur Scholarship program.
