RECOMMENDATION
The Bob Bowers Civic Center recommends the City Council enter into a contract between the
City of Port Arthur and EE &G Construction & Electrical of Bacliff, Texas for renovations,
electrical work, fire system installation, HVAC work and interior painting of the Department
Club for the amount of $39,855.00.
BACKGROUND
In order for the Department Club to be rented and /or utilized by the public from the City of Port
Arthur, renovations and other work is needed to bring the building up to current codes and
regulations. EE &G Construction & Electrical will provide the work needed to accomplish this
need. The Purchasing Division advertised in the Port Arthur News June 22, 2010 and June 27,
2010 for the work at the Department Club with a bid opening date of July 14, 2010. The
Purchasing Division solicited bids with the responses listed in Exhibit "A ".
BUDGETARY AND FISCAL EFFECT
Funds are available in account 140 - 1405 - 551.59 -00 M08009 (project)
STAFFING EFFECT
Oversight of this work will be done by Adam Saunders, Civic Center Director
SUMMARY
The Bob Bowers Civic Center recommends the City Council enter into a contract between the

A RESOLUTION APPROVING A CONTRACT BETWEEN
THE CITY OF PORT ARTHUR AND EE &G
CONSTRUCTION & ELECTRICAL OF BACLIFF, TEXAS
FOR RENOVATIONS, ELECTRICAL WORK, FIRE
SYSTEM INSTALLATION, HVAC WORK, AND INTERIOR
PAINTING OF THE DEPARTMENT CLUB FOR THE
AMOUNT OF $39,855.00. (ACCOUNT 140 - 1405 - 551.59 -00
M08009)
WHEREAS, the City of Port Arthur is owner of the Department Club; and
WHEREAS, in order for the City of Port Arthur to have the Department Club rented
and/or utilized by the public, renovations and other work is needed to bring the building up to
current codes and regulations; and
WHEREAS, the Department Club is in need of these improvements; and
WHEREAS, the City advertised in the Port Arthur News on June 22, 2010 and on June
27, 2010; and
WHEREAS, sixteen (16) bids were received and opened on July 14, 2010; and
WHEREAS, EE &G Construction & Electrical of Bacliff, Texas was the lowest and most
responsible bidder, as delineated in the bid attached hereto as Exhibit "A" and will do this job for
$39,855.00.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct;
Section 2. That the City Council hereby authorizes the City Manager to enter into a
contract with EE &G Construction & Electrical of Bacliff, Texas for renovations, electrical work,

fire system installation, HVAC work and interior painting of the Department Club for the
amount of $39,855.00, in substantially the same form as attached hereto as Exhibit `B ".
Section 3. That a copy of the caption of this Resolution be spread upon the Minutes
of the City Council.

EXHIBIT "B"
CONTRACT FOR RENOVATIONS AT THE DEPARTMENT CLUB
THIS AGREEMENT, made this _ day of by and between
the City of Port Arthur, a municipal corporation organized under the laws of the State of
Texas, hereinafter called "Owner" or "City" and EE &G CONSTRUCTION &
ELECTRICAL , a (n) Corporation herein acting by and through
Reid Sundberg hereinafter called "CONTRACTOR ".
WITNESSETH: That for and in consideration of the payments, terms, conditions,
and agreements set forth herein, OWNER and CONTRACTOR agree as follows:
1) THE CONTRACTOR AGREES TO PERFORM ALL THE WORK AS
DESCRIBED HEREIN:
• REQUIREMENTS FOR WORK
o Grounds must be kept clean at all times from all debris
o All permits are required at no cost
o Work must meet the following codes
o IBC 2006
o NEC 2002
o IECC 2006
o IDC 2006
o IMC 2000
o Inspection will be required on work before final payment
o Make all doorways ADA accessible
• RESTROOMS
o Two ADA accessible restrooms
• Add a women's restroom to SE side of building where the kitchen is
located. This will serve as a small dressing room as well. Install a wall
in hallway going to a new side door at the East wall per drawing.
• Paint and sheetrock wall
o Add men's restroom to the SW side of building where storage room is
currently located per drawing
o Demo restroom and cap all water & sewer service lines at NW corner to create
a storage room
• HVAC
o Two exhaust fans and four drops will be installed per drawing
o Move A/c unit from current area to area shown on drawing

• FLOOR
o Refinish 2/3 of Main Hall floor per drawing.
o In foyer, remove carpet and replace with Armstrong Excelon Imperial
Texture tile
• KITCHEN
o Wall added to kitchen area (kitchen @ East Central) to create an office
• Paint and sheetrock wall
o Place electric range /oven upgrade to current codes to southwest wall of
kitchen
o Replace 55 gallon hot water heater with new electric water heater
o Enclose in a closet and door must be large enough to allow water heater to
pass through
o Add formic countertop along the west wall of the kitchen per drawing
• LIGHTING
o Additional emergency lights per drawing
o Additional Combo and Exit lights per drawing
o Use existing Combo lights and Exit lights
o Replace fourteen light fixtures in Main Hall & Stage with 4 light 32 Watt
fixtures
o Replace the light fixtures in the bathrooms with 2 light f32 t -12 mount
fixtures
o Additional receptacles per drawing
• FIRE EXTIGUISHERS & FIRE SYSTEM
o Install fire alarm that meets NAPF72 code.
o When fire alarm is ignited all AC must shut down
o Two 4A8OBC regular fire extinguishers in Main Hall per drawing
o One Type K fire extinguisher in kitchen per drawing
• STAGE
o Replace steps in front of stage to correct depth on the steps and a hand rail
per drawing
• Steps and handrail will be wood
• Steps will be 5 feet wide
• Steps will be 12" tread depth
• Steps riser will be 7 3 /4 "
o Replace stage right and left steps to correct depth on the steps
o Steps and handrail will be wood
o Steps will be 12" tread depth
o Steps riser will be 7
o Demo curtain on stage
o Deal with stage extending into the door way at the NW corner of bldg to
make it ADA capable
• Cut the end of the stage to meet ADA standard

• PORCH AREA
o Insure porch and railing is level, safe and secure
o Insure columns of porch are structurally sound
• WINDOWS
o Replace top seal of exterior window@ south part of bldg per drawing
o Replace bottom seal of exterior window @ south part of bldg per drawing
• RAMPS
o Install ADA concrete ramp to east side of building per drawing
o Remove existing handicap ramp in back of building
• MISCELLANEOUS ITEMS
o Replace missing wood @ bottom of exterior of bldg @ east side.
o New access door to east side of building
o Re -hang two doors on north wall
• 1 Doors must swing outward
• Panic bar must be on one of the doors
• One door can be stationary
o In foyer, block off swinging door into kitchen
o Add receptacles per drawing
o Address posted on building
• Place in front of building
• Minimum of 6" black letters posted on white
o Main entrance door
• Doors must swing outward
• Panic bar must be on the door
• PAINTING
o Painting of interior will be with oil based paint to capsulate
o Do not scrape old paint
2) This agreement is good from , 20
3) The Contractor agrees to perform all the work as described herein for the amount of
$39,855.00. Agreement for one year thereafter. The City can terminate this
agreement with 7 days notice at its convenience. Each party can terminate the
contract with 5 days notice for cause.
4) This agreement shall be binding upon all parties hereto and their respective heirs,
executors, administrators, successors and assigns.

The following clarifications, aamenchnents, deletions, additions, revision and/or modifications are
made a part of the contract documents and change the original documents only in the manner and
