I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Henderson gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Tuesday, August
24, 2010 at 4:03 p.m. in the City Council Chamber, City Hall, with the following
members present: Mayor Deloris "Bobbie" Prince; Mayor Pro Tem Morris Albright, III;
Councilmembers Elizabeth "Liz" Segler, Robert E. "Bob" Williamson and Thomas J.
"Tom" Henderson; City Manager Steve Fitzgibbons; Acting City Secretary Sherri Bellard;
City Attorney Valecia Tizeno and Sergeant At Arms Chief Mark Blanton.
Councilmember Jack Chatman, Jr. joined the Special Meeting during Executive Session.
Councilmember Martin Flood was absent from the Special Meeting.
Councilmember John Beard, Jr. was absent from the Special Meeting.
Councilmember Dawana K. Wise was absent from the Special Meeting.
II. CLOSED MEETING EXECUTIVE SESSION
Closed Meeting:
(1) Section 551.074 Government Code — To Discuss The Duties
And Responsibilities Of The Acting City Secretary
(2) Section 551.071 Government Code — To Discuss With The
City Attorney Pending Litigation As It Pertains To City Vs
J.D. Manufacturing
The City Council recessed their Special Executive Meeting at 4:05 p.m. to meet in
Executive Session to consider the above - mentioned topics, and reconvened their Special
Executive Meeting at 5:35 p.m. with the following members present: Mayor Prince;
Mayor Pro Tem Albright; Councilmembers Chatman, Segler, Williamson and Henderson;
City Manager Fitzgibbons; Acting City Secretary Bellard; City Attorney Tizeno and
Sergeant At Arms Chief Blanton.
City Attorney Tizeno read the following motion into the record:
That Terri Hanks Be Compensated And Be Allowed To Perform Her Duties By
Consulting And Advising The Acting City Secretary Regarding The Functions
Of That Office Up To A Maximum Of 115 Hours
Upon the motion of Councilmember Williamson, seconded by Councilmember
Henderson and carried, the above - mentioned motion carried.
Voting Yes: Mayor Prince; Mayor Pro Tem Albright; Councilmembers Chatman, Segler,
Williamson and Henderson.
Voting No: None.
