RECOMMENDATION
The Utility Operations Department recommend the City Council award the bid for two (2) Automatic
Ammoniators to Hartwell Environmental Corp., of Tomball, Texas in the total amount of $15,900.
BACKGROUND
These mnmoniators will replace the existing system installed with our new drinking water facility. The current
system is at the end of its life-cycle; and is in need of replacement. This system is an integral part of our
disinfection system, and is required to meet drinking water criteria established by the State and Federal
government. They can be operated remotely through our in-plant SCADA system or locally in manual mode.
Two (2) bid packets were sent out, and two bids were received on November 24, 2004. Specifications were
advertised on 11/7 and 11/14 in the Port Arthur News.

The bid from Hartwell Environmental Corp. meets the requirements of our specifications, and is
recommended for award. This equipment was bid well below normal cost due to a mistaken order with the
LNVA plant near Winnie.
BUDGET/FISCAL EFFECT
Funds for this purchase are appropriated in the current operating budget account 410-1252-532.92-00 in the
total amount of $25,000, leaving a positive balance of $9,100.

STAFF/EMPLOYEE EFFECT
Existing staff will perform the primary installation, with oversight and system set-up to be performed by the
vendor. They will also provide training for our employees to enable us to operate and maintain this system.
SUMMARY
We recommend the City Council award the bid for the purchase of Automatic Ammoniators Hartwell
Environmental Corp., of Tomball, Texas in the total amount orS15,900, to be charged to 410-1252-532.92-
00.
