NO. 12937- TRANSIT VEHICLE PURCHASE OnTE: 12/02/04 RECOMMENDATION: I recommend that Proposed Resolution No. 12937 be approved. This Resolution would authorize the purchase of ten (10) propane powered transit buses. BACKGROUND: Port Arthur Transit currently has 10 buses that have exceeded their 10-year useful life. Thc City was awarded $3 million in Congestion Mitigation Air Quality (CMAQ) funding for the replacement of these vehicles with alternatively fueled buses. This funding was transferred to the Federal Transit Administration for our use in the purchase of these vehicles. This funding required a 20% local match. With the assistance of Bob Dickinson with the South East Texas Regional Planning Commission the City was successful in receiving toll credits from the Texas Highway Commission to use as the local match. The City was also successful in locating a City in California that had requested bids on an alternatively fueled transit vehicle. Their bid included the option to purchase up to thirty (30) additional vehicles. They have agreed to assign us ten (10) of these options. BUDGETARY/FISCAL EFFECT: The purchase of these transit vehicles will require no local funding. STAFFING/EMPLOYEE EFFECT: None SUMMARY: I recommend that Proposed Resolution No. 12937 be approved. P.R. A RESOLUTION AUTHORIZING THE PURCHASE OF TEN (10) DAIMLERCHRYSLER SLF 232P LOW FLOOR TRANSIT BUSES FOR A TOTAL AMOUNT OF $2,981,950 WHEREAS, the City Council of the City of Port Arthur has received funding for the purchase of ten (10) new propane powered transit vehicles; and, WHEREAS, the Federal Transit Administration does permit the assignment of options for transit vehicle purchase; and, WHEREAS, the City of El Monte, California did request bids for alternatively fueled transit vehicles; and, WHEREAS, the City of E1 Monte, California is willing to assign the purchase often (10) transit vehicles to the City of Port Arthur, and; now, therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the City Council of the City of Port Arthur does hereby authorize the purchase often (10) DalmlerChrysler SLF 232P Low Floor Transit Buses for an mount not to exceed $298,195 each as shown on attached Exhibit "A". THAT this Resolution shall be effective upon receipt of written confirmation of the assignment to the City of Port Arthur by the City of El Monte, California THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
